- This attachment contains all applicable clauses, instructions to offerors and evaluation criteria. Performance Work Statement This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The RFQ solicitation number is: SB1350-15-Q-4033 and is solicited for Full and Open competition. This solicitation document incorporates all mandatory commercial item provisions and clauses in effect through Federal Acquisition Circular 05-72; effective January 30, 2014. The associated North American Industrial Classification System (NAICS) code is 611430, Professional and Management Development Training and the small business size standard is $11.0 million. This requirement is being solicited as unrestricted; full and open competition. The Government is seeking an academic institution to develop and deliver an International Commercial Diplomacy Training (ICDT) course as part of it's continuing effort to the build the best-in-class workforce planning systems, and service the human capital development needs of its employees, within the U.S. Department of Commerce. In accordance with 5 CFR 410.201 - Responsibilities of the Head of an Agency, (Section 4; amended 2009); Executive Order 11348 -Providing for the Further Training of Government Employees, (Section 303; amended 1978); and 22 USC 4028 -Training for Foreign Service Officers; Global Markets wishes to obtain services for instructional design and delivery of organizational professional development interventions and other training and development programs in compliance with the above regulations. The ICDT course will tailor its curriculum for Global Markets FSOs, SES and GS employees who have been selected by senior management. The ICDT course will be a residential training experience that provides a blend of academic knowledge and practical applications in the field of commercial diplomacy and international business to empower GM employees with the ability to advance international commercial interests both overseas and within the United States. The Offeror shall provide the services specified above in accordance with the Statement of Work (SOW) attached herein. The purchase order contract line items (CLINs) are: 0001: Residential Lodging in accordance with the SOW. 0002: Course Development and Delivery Costs Quotation Preparation Instructions: Questions: Questions shall be submitted by Friday, July 24, 2015 no later than (NLT) 3:00 p.m./EST. NOTE: Communication with any officials other than the contracting officer, may compromise the integrity and competitiveness of this acquisition, which could result in the cancellation of the solicitation and/or exclusion of your quotation. Solicitation Provisions / Clauses: This solicitation document incorporates all mandatory commercial item provisions and clauses that are in effect through Federal Acquisition Circular FAC 05-72, effective January 30, 2014.
