- Electronic Visitor Access Request - Required for participation in Industry Day on 5 Aug 2015. FA2486-15-R-0324 Sources Sought and Industry Day Posting - Uninterruptible Power System - 746th Test Squadron, THIS ANNOUNCEMENT IS NOT A NOTICE OF SOLICITATION ISSUANCE. THIS IS A REQUEST FOR INFORMATION (RFI) FOR PLANNING PURPOSES ONLY. The Government is seeking information from all sources regarding a potential contract to procure an uninterruptible power supply (UPS) at the 96th Test Group, 746 Test Squadron, located at Holloman AFB, NM. Respondents will not be notified of the responses to this RFI. As stipulated in FAR 15.201(e), responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. In accordance with FAR 52.215-3, this notice is protected pursuant to the Freedom of Information Act and other laws and regulations. Information identified by a respondent as "Proprietary" or "Confidential" will not be disclosed outside of Government channels. While a final decision has not been determined, the North American Industry Classification Systems (NAICS) code is preliminarily set as 335999, All other Miscellaneous Electrical Equipment and Component Manufacturing. A set-aside determination has not been made, but is being considered. The Small Business Size Standard is 500 employees. The Product and Services Code (PSC) is 6116, Fuel Cell Power Units, Components, and Accessories. SECTION 1 - BACKGROUND The 96th Test Group at Holloman AFB, New Mexico, is a unit of the 96th Test Wing, Eglin AFB FL. As part of the 96 TG, the 746 Test Squadron, also known as the Central Inertial and Global Positioning System Test Facility (CIGTF), is the lead test organization chartered to test and evaluate GPS user equipment and integrated GPS based guidance and navigation systems. The 746 TS requires the manufacture and installation of a mature Uninterruptible Power System to replace the existing system. "Mature" is defined as a commercial off-the-shelf (COTS) product with a minimum 5 year successful experience base. SECTION 2 - PURPOSE OF RFI: This notice is issued for the purpose of identifying potential sources capable of meeting the 746th Test Squadron's requirements. The Government intends to use information gathered from industry to gain awareness of capabilities, determine interested parties, and to support the formulation of an acquisition strategy. SECTION 3 - SCOPE OVERVIEW: The awardee shall deliver and install a state of the art mature UPS to replace the existing system. The replacement system shall have the same general architecture as the existing system, i.e. it shall interconnect with the existing Diesel engine - generator set and batteries and shall incorporate a motor - generator set. The exisiting system includes the following equipment manufactured/provided by Power Systems & Controls: 1. Motor-Generator Set; 1 Each a. Motor Input: 277/480 VAC, 60 Hz, 3 Phase b. Generator Output: 120.208 VAC, 60 Hz, 3 Phase c. Location: Outdoor Enclosure 6'9"H x 10'2"L x 3'8"D 2. Battery Bank; 1 Each 3. Battery Charger; 1 Each 4. Switchgear Assembly; 1 Each 5. Rectifier Assembly; 1 Each 6. Control Console; PS&C Model 250H208/208-I6; 1 Each 7. Inverter Assembly; 1 Each 8. DC Disconnect Assembly; 1 Each The new UPS shall meet the following minimal technical requirements: 1. Motor-Generator Set; 1 Each a. Motor Input: 277/480 VAC, 60 Hz, 3 Phase b. Generator Output: 120.208 VAC, 60 Hz, 3 Phase, 250 KVA minimum c. Fit within an Outdoor Enclosure 6'9"H x 10'2"L x 3'8"D 2. Control System; 1 Each a. Incorporate a color touch screen operator interface. b. Functional Capabilities: i. Real-Time Continuous Monitoring ii. Touch Screen Control of all Circuit Breakers iii. Real-Time Diagnostics iv. Real-Time Alarms and Warnings v. Down-loadable Fault History vi. Capability to Accept Software Upgrades 3. Safety measures shall include denial of start-up is resulting in hazard to personnel or equipment (i.e. circuit breaker override features) The awardee shall deliver and install the system, including any required new cables, electrical conduit and other components. Prior to acceptance the awardee shall demonstrate the operation of the UPS and provide all applicable manuals. The awardee shall remove, transport and dispose of all replaced equipment. SECTION 4 - RESPONSE INSTRUCTIONS: Interested parties are encouraged to submit a capability statement not to exceed 20 pages in length including any pictures, diagrams and other materials. If submitted electronically, all responses must be provided in a Microsoft Office or Adobe format. Physical submissions must include original plus two (2) copies. Capability statements should include as a minimum: Company Name, Address, POC with Phone Number and E-mail Address, DUNS Number and CAGE Code Business size based on NAICS 335999; Size Standard: 500 Employees Any supporting information regarding ability to meet the general requirements listed above. Identify whether the items are considered commercial items Capability statements are due by 2:00 pm MDT on 4 Aug 2015. This is to allow interested vendors access to the current UPS in use and to observe site conditions. This will be an opportunity for industry and the Government to exchange ideas to improve the existing requirements. Attendees will need to arrive at the Visitor Center at the Holloman AFB Main Gate no later than 0800 (8:00 am) on 5 Aug 2015 to receive visitor passes. Depending on the number of vendors in attendance, the event may last until 1700 (5:00 pm). A full agenda will be posted no later than 30 Jul 2015. To attend the Industry Day, vendors are required to submit an electronic visitor request (e-VAR) not later than 29 July 2015. Copies of this e-VAR shall be e-mailed to joseph.san_filippo@us.af.mil and jonathan.heitkam.2@us.af.mil. Those with current access to Holloman AFB must still provide an e-VAR for this event in order to participate. SECTION 6 - ADDITIONAL INFORMATION: No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be posted on FedBizOps.gov.
