- Description
- Under the authority of FAR 6.302-1, the Government plans to award a Cost Plus Fixed Fee contract with General Dynamics Land Systems (GDLS) for refurbishment maintenance of Stryker Flat Bottom Hull (FBH) vehicles displaced by the fielding of Double V Hull (DVH) Stryker vehicles. The contract, with a target award date of February 2016 and covering a period of up to three years, will allow the Project Management Office Stryker Brigade Combat Team (PMO SBCT) to perform maintenance necessary to bring the displaced FBH vehicles to a Fully Mission Capable (FMC) condition in accordance with Army Regulation 750-1, Army Materiel Maintenance Policy, and the Stryker FBH Interactive Electronic Technical Manual (IETM) TM 9-2355-311-13&P in order for the displaced FBH vehicles to be re-issued for forecasted unit fieldings and other requirements. The maintenance will be executed at Anniston Army Depot, AL (ANAD) using the existing Stryker Reset labor structure, with a 50/50 touch labor split with between USG Depot mechanics and GDLS mechanics, with GDLS performing material management functions, as well as providing technical support. GDLS is the Original Equipment Manufacturer (OEM) of all Stryker variants, and retains ownership of the TDP. GDLS is the only known source with the unique engineering and repair expertise required for the complex vehicle engineering and repair tasks associated with the Stryker Refurbishment program. To maximize subcontracting opportunities, the OEM will be directed contractually to compete work at principal subcontractor and lower tier vendor levels in support of Government competition objectives. All responsible sources may submit a capability statement, proposal, or quotation, which the agency will consider.
