Description
General Description of the Work: The United States Section of the International Boundary and Water Commission (USIBWC) recently completed rehabilitating approximately 47.5 miles of our levees within the limits of the North Floodway and Arroyo Colorado Floodway in Hidalgo County, Texas. The flood protection improvements identified under this prior Construction Contract for the railroad Crossings at the north and south levees of the North Floodways were not performed, because the Union Pacific Railroad (UPRR) had not approved such work. Recently, the UPRR provided the USIBWC with the required approval in order to perform this work at the affected railroad crossings. The work for this project generally consists of levee embankment improvements and construction of a concrete structure for placement of wooden stop logs at the north and south levee crossings of the UPRR with the USIBWC levees. UPRR's rail line is located between BUS 83 and Interstate 2/83 and bridges across the North Floodway and to the west of Mercedes in Hidalgo County, Texas. The UPRR rail line intersects both levees at a lower elevation than the existing top of levee elevations at the coordinates shown below. The existing top of levee elevations are set based on the design flood of 84,000 cfs for the North Floodway plus freeboard as required for the levee accreditation by the Federal Emergency Management Agency (FEMA). The proposed work at the north bank and south bank levee crossings will occur on separate weekends. The USIBWC Contractor awarded this project shall obtain right of entry permit from UPRR / RVSC (Rio Valley Switching Company) and closely coordinate with them throughout the construction. The UPRR / RVSC will be performing work within the project limits, specifically between the floodwall support walls approximately 13.5 feet on either side of the railroad centerline for a total of 27 feet width (excluding the sheet pile shoring), including grading and processing of embankment, rails, ballast, precast railroad concrete panels, and cross-ties. The USIBWC Contractor shall work on items described on plan sheet 3.04, "Suggested Sequence of Construction" and related engineering drawings. The railroad embankment portion of the work needs to be completed in a short duration starting from a Saturday morning to the next Monday noon in order to minimize the disruption to railroad traffic. The remaining work can proceed outside this window. Performance Period: The Contractor shall have one hundred twenty (120) working days to complete the project after the "Notice to Proceed (NTP)" has been provided by the USIBWC. Other Information: This is a 100% Small Business Set Aside. There will be a site visit (to be addressed in the solicitation) to the project site, which will commence at the USIBWC Mercedes Field Office located at 325 Golf Course Road in Mercedes, TX 78570. The magnitude of this project is between $500,000 and $1,000,000. The solicitation, plans, and specifications are expected to be posted on or about Aug 5, 2015 (this is a target date which may slip or change; if the solicitation is not posted on FBO by Aug 5, 2015 that is because the solicitation is not available for posting). The solicitation will be available for a minimum of thirty (30) calendar days, and award of the contract is expected on or before September 30, 2015. This is a Presolicitation Notice. This is NOT a request for bid. Please do not submit a bid in response to this Presolicitation Notice. The solicitation will include information on how to obtain the plans and specifications. There is no charge for the solicitation documents. All responsible sources may submit a bid to be considered by the Agency.
