Description
The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Infections and Immunoepidemiology Branch (IIB) plans to procure on a sole source basis support services for the retrieval of FFPE biopsy materials from the KPNC central pathology repository for 100 leukoplakias that progressed to oral cancer, 100 oral cancers, and 100 leukoplakias that did not progress to oral cancer for a total of 300 specimens from Kaiser Foundation Research Institute(KFRI)/Kaiser Permanente Northern California (KPCN), Division of Research, 2000 Broadway, Oakland, CA 94612. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501- (a)(1) using simplified acquisition procedures for commercial acquisitions. The North American Industry Classification System code is 541990 and the business size standard is $14.0 Millions. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance is six (6) months from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. NCI/DCEG/IIB, proposes to conduct a retrospective cohort study within Kaiser Permanente Northern California (KPNC) to characterize the genomic and mutational profiles of leukoplakias that progressed to oral cancer and leukoplakias that did not progress to oral cancer. In a previous procurement with KPNC, NCI researchers conducted a comprehensive analysis of the natural history of oral leukoplakias. In the current procurement, the Infections and Immunoepidemiology Branch (IIB) plans to retrieve formalin-fixed paraffin-embedded (FFPE) biopsy material from the progressing and non-progressing leukoplakias for genomic analyses. Contract requirements The contractor shall perform the following tasks: Task 1: Study start-up and submission for KPNC IRB review. Task 2: Identification of progressing and non-progressing leukoplakias from the KPNC databases, and retrieval of acquisition numbers for pathology blocks. Task 3: Retrieval of pathology blocks from the KPNC pathology registry. Task 4: Provision of de-identified demographic and clinical information from the KPNC databases with a masked ID that corresponds to available FFPE blocks. Successful completion of the work for this procurement requires the following qualifications: 1) availability of data on the complete medical history of over 3 million individuals in the United States, 2) availability of data on the diagnosis of oral leukoplakia by an ENT clinician for at least 4000 patients, 3) complete ascertainment of the natural history of all patients with oral leukoplakia through linkage with State or regional cancer registries, 4) availability of data on rate of progression from oral leukoplakia to oral cancer, and 5) availability of archived, formalin-fixed paraffin-embedded tissues for oral leukoplakia as well as the subsequent oral cancer that have been collected and stored in a standardized way. KPNC is the only contractor known to NCI that fulfils all of the above requirements. Additionally, the current procurement is a follow-up to a prior procurement with KPNC contract HHSN261201300463P and new results are to be compared with previous contract. This notice is not a request for competitive quotation. However, if any interested party, especially small business believes it can meet the above requirement, it may submit a proposal or quote. The response and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 11:00 AM EST, on August 4, 2015. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through sam.gov.
