- This acquisition is a Prospective 100% set aside for Service Disabled Veteran Owned Small Business (SDVOSB). The NAICS Code is 812220 (Cemeteries and Crematories) $20.5 Million size standard. Please note: That this is not a request for quotes or proposals; this is a pre-solicitation notice to inform all interested parties that the VA National Cemetery Administration as directed by the VA San Joaquin Valley National Cemetery will solicit a Service Disabled Veteran Owned Small Business (SDVOSB) Set-Aside proposal. The Request for Proposal (RFP) shall be under No: VA786-15-R-0006. Contract award will consist of One Base year and 4 one year option; a total of five years. A RFP solicitation is currently not available. The intent of an awarded contract shall be to maintain Cemetery. Operations which includes: Interments, headstone maintenance, irrigation maintenance, tree and turf maintenance, trash/debris removal, and facilities Maintenance. The Contractor shall maintain the cemetery facility 365 calendar day. Subject to all terms, conditions, provisions, and schedules of the contract; contractor shall furnish all equipment, parts, materials, supplies, labor, and supervision necessary and incidental to the work required. The evaluation factors are as follows Technical, Past Performance, and Price. Technical and Past-Performance when combined are significantly more important than cost/Price. BACKGROUND: The VA National Cemeteries are a resting place for our nation's heroes and as such, the standards for management, maintenance and appearance of these cemeteries have been established by the VA National Cemetery Administration (NCA) to reflect this nation's concern and respect for those interred there. NCA mission is to honor veterans with a final resting place and lasting memorials that commemorate their service to our nation. National Cemeteries are National Shrines. The standards of maintenance and appearance at these cemeteries shall reflect this nation's concern for those interred. PROGRAM OBJECTIVES The purpose of this Statement of Objectives is to obtain a contractor to support the VA San Joaquin Valley National Cemetery and the National Cemetery Administration. Under this effort, the successful contractor shall be responsible for full management of the interment and grounds maintenance services. Technical specifications have been provided throughout this solicitation. The contractor may use whatever method he/she chooses to meet the goals of the VA San Joaquin Valley National Cemetery, as long as the end result is of an acceptable quality to the satisfaction of the COR and the cemetery director of VA San Joaquin Valley National Cemetery. The contractor shall submit a detailed performance plan to indicate how the contractor plans to meet the goals of the cemetery. (i.e. performance schedule, frequency of mowing, turf maintenance, trimming. edging, plant and tree maintenance, pest control etc.)
