Description
This is announcement constitutes a SOURCES SOUGHT SYNOPSIS. This announcement seeks information from industry and will ONLY be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. Respondents will not be notified of the results of the evaluation. The Jacksonville District of the U.S. Army Corps of Engineers has been tasked to solicit the interest of prospective offeror(s) for a potential fiscal year (FY) 2016 award of the aforementioned project. The purpose of this synopsis is to gauge interest, capabilities and qualifications of various members of the Small Business Community: Small Business, Small Business Association (SBA) Certified 8(a) Small Business, Historically Underutilized Business Zone (HUBZone), and Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. SCOPE OF WORK: Building No. 109, a 56,000 square-foot former airplane hangar now used as a Defense Logistics Agency (DLA) warehouse is a one-story masonry building built in the 1940s. The existing building is historical in nature; therefore, the Corps of Engineers will coordinate all exterior work with the State Historic Preservation Officers (SHPO) prior to commencement of design-build contract, and throughout the design phase of the project to obtain concurrence on final design. The building enclosure consists of a steel joist and purlin roof framing system on steel columns with non-load bearing exterior walls. Resting on the steel purlins are dimensional quote mark 2x quote mark tongue & grove wood slats running perpendicular to the roof slope. The work entails renovations to the B109 Building Renovations to include all design, permitting, and construction required to deliver the renovated areas complete and usable, which involves demolition and replacement of the existing roofing system, roof access ladders, roof exhaust fans, gutter and downspouts, lightning protection, overhead coiling doors, windows, and stucco wall restoration. The magnitude of construction is between $10,000,000 and $15,000,000. Responses to this Synopsis shall be limited to 5 pages and shall include the following information: 1. Offeror name, address, point of contact, phone number and e-mail address 2. Provide brief descriptions of past projects that demonstrate: a. Capability to execute design-build projects that include both roofing and general renovations with comparable complexity and magnitude to the work described herein to include previous experience in secure and occupied facilities. b. Customer names c. Timeliness of performance d. Dollar value of projects completed within the past 5 years (provide at least 3 examples. 3. Offeror shall identify their Small Business classification(s). Sam.gov and or Dynamic Small Business Search will be used to verify small business classification. _ Small Business _ 8(a) Small Business _ HUB Zone _ SDVOSB 4. Specify any current Joint Ventures, if applicable. 5. A letter of current bonding capacity from an acceptable surety/bonding company both expressed in dollar value per contract and aggregate bonding capacity. NOTE: DO NOT SUBMIT A RESPONSE TO THIS SYNOPSIS IF YOU DO NOT INTEND TO BID ON THIS PROJECT. DO NOT SUBMIT PROPRIETARY AND/OR BUSINESS CONFIDENTIAL DATA. NAICS Code 236220 and the Small Business Size Standard is $36.5 million. *Per FAR 52.219-14, Limitations on Subcontracting, the prime contractor must perform at least 15% of the cost of the contract, not including the cost of materials, with its own employees. Please Note: Prior Government contract work is not required for submitting a response under this sources sought synopsis.
