Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Request for Quotation/solicitation number is ITC-RFQ-15-0050. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-82-1. This procurement is a Total Small Business set aside. The associated North American Industrial Classification System Code (NAICS) for this procurement is 423430, Computer and Computer Peripheral Equipment and Software Merchant Wholesalers, with the small business size standard of 100 employees. The U. S. International Trade Commission (USITC or Commission) requires a Remote Digital Forensics Software Package (see minimum specifications below). CLIN DESCRIPTION QTY UNIT 00001 Hardware 1 EA 00002 Maintenance 1 YR Minimum Specifications: 1.Must support input of customer provide Indicators of Compromise (IOC) lists consisting of MD5 or SHA-1 hashes, and file metatdata in bulk format (minimum 256) 2.High performance solution capable of sweeping 1000 endpoints for 200 IOCs in 48 hours 3.Sweep speed settings should be configurable (simultaneous endpoints, number of checks per/minute/per device, etc) 4.Perform automated scheduled sweeps for IOCs 5.Support real-time alerting of identified IOCs via email or SNMP 6.Support IOC sweeps on currently supported versions of Windows and RedHat Enterprise Linux 7.Optionally run on a virtualized platform. 8.Support IOC sweeps of vendor-provided, automatically updated IOC lists. 9.Include subscription cost for #8 in overall product license cost. 10.Have a browser-based, SSL/TLS enabled user interface 11.Support for three simultaneous users The required delivery is five (5) days after receipt of order (ARO). The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions-Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, Paragraph (a), and the following clauses in Paragraph (b): 52.204-10; 52.209-6; 52.219-6; 52.219-28; 52.222-3; 52.222-19; 52.222-21; 52.222-26; 52.222-36; 52.222-50; 52.223-18; 52.225-13; 52.232-33. The full text of the referenced FAR clauses may be accessed electronically at https://www.acquisition.gov/far/. The USITC intends to award a Firm Fixed Price Purchase Order to the Offeror whose offer represents the Lowest Price/Technically Acceptable (LPTA) offer to the Government. To be evaluated as technically acceptable, the Offeror must meet the minimum specifications described above. Offerors must be registered and current in the SAM database (www.sam.gov) before an award may be made to them. Questions related to this solicitation must be received by Wednesday, July 22. 2015, by 12:00 PM, Eastern Time, sent to michael.pigram@usitc.gov.
