- Notice of Intent: The USDA, ARS, MSA intends to award a sole source procurement to Seal Analytical, Inc., 10520 N Baehr Rd. STE C, Mequon, WI. 53092-3226, as they are the sole source for this type analyzer pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy agency Requirements. The award will be for a discrete analyzer system that will be required to provide immediate, on-demand start-up, automated method changeover, and automated shutdown under computer control with no operator intervention and also allow for unattended overnight operation. The analyzer must also have the capacity to carry a minimum of 60 samples plus at least a further 15 reagents. This will enable running nitrogen (ammonia, nitrate, nitrite, TON) and phosphorous analysis required to be done in a single run. To determine nitrate we require the cadmium reduction method. The analyzer must be capable of automatically reactivating the column on-line. The system must also be capable of analyzing for nitrite, then separately by automatically switching the cadmium reactor out of line, determing nitrite, then subtracting the nitrite result from nitrite + nitrite to give a final nitrate concentration. Cadmium reduction is the only accepted reduction method for NO3 + NO2 determination in the samples to be analyzed. The required analysis is to be read in an optical grade glass cuetts for spectrometric determinations. The wavelength required is at least 10 mm. It must eliminate flow noise and maximize signal-to-noise ratio and comply with manual spectrophotometer results. Ideally the system should be able to perform pre dilution on specific samples and auto-dilution on any samples that go over range. This is in addition to automatic spiking that is also required for ongoing checks that the chemistry is working correctly in the sample type. Seal Analytical Co. is the sole source of this type of analyzer that can satisfy all of the above criteria and meet the requirements of the researcher. The Government intends to award a firm fixed price Purchase Order on or about August 07, 2015, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00PM central time, August 06, 2015. Information received will be considered solely for determining whether to conduct a competitive procurement.
