- This pre-solicitation notice is posted to publicize the Government's intent to issue a Firm Fixed Price with Incentives service contract to an 8(a) small business who exhibits the required technical capabilities, prior experience, and price to perform solid waste diversion, disposal, and related waste stream management utility services at the Adelphi Laboratory Center (ALC) for a period of three (3) years. Description of work: The Directorate of Public Works (DPW) of the United States Army Garrison (USAG) at the ALC seeks to reduce quantities of material disposed of in landfills by increasing diversion by any legal process that avoids landfill disposal. Vendors will be encouraged to utilize best management practices, innovation, and partnering with ALC to maximize diversion in the performance of the diversion and disposal services. Increased rates of diversion performance will be incentivized. This solicitation will be issued in electronic format only. Offerors must register in the System for Award Management (SAM) at www.sam.gov prior to submission of proposals. The solicitation will be posted to FedBizOpps at www.fedbizopps.gov, and is available to contractors without charge. The DPW of the USAG at the ALC will host an Industry Day on 28 July 2015, 1000-1230 hrs, at 2800 Powder Mill Road in Adelphi, Maryland to present an overview of the requirement and field initial questions from vendors.
