Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT. IT IS NOT A SOLICITATION, NOR DOES IT GUARANTEE A SOLICITATION WILL BE ISSUED. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted in response to this Sources Sought Announcement is strictly voluntary. The Government will neither award a contract solely based on this notice, nor pay for any information submitted by respondents. This notice is a request by the Government to collect information from interested vendors for the purpose of market research. Failing to provide a response to this announcement will not prohibit/exclude an interested vendor from participating in a future solicitation. The Government is looking for vendors that can provide the following: Access to Guam commercial fisheries biological sampling bio-samplers to identify to species, measure, weigh and selectively remove gonad, fin clip and otolith samples from selected species and sizes. Generally, the Guam bio-sampling program is able to return the majority of fish for sale, either undamaged or at a slightly reduced price. The GFCA and CFBS have developed protocols to minimize delays to fishermen and reduced fish deterioration or damage from the bio-sampling process. I. Background: Having access to continuous harvest and population data is a fundamental requirement in order to be able to assess marine fisheries resources and manage them sustainably. In recognition of expanding data requirements to comply with the Magnuson-Stevens Fishery Conservation and Management Reauthorization Act of 2006 (MSRA), funding has been provided to the NOAA National Marine Fisheries Service's (NMFS) Pacific Islands Fisheries Science Center to implement the Commercial Fisheries Bio-Sampling (CFBS) project for the Pacific Islands areas. The long term goal is to implement and maintain a comprehensive bio-sampling program for Pacific Island areas that will provide biological information needed for stock assessment, including development of Allowable Catch Limit (ACL) guidelines or similar management schemes for key stocks. The CFBS is designed to opportunistically sample existing fisheries and provide in-depth information about the catch, with biological monitoring to include: • species identification, size and weight frequencies • age, length, weight and growth data (for the full size range of each species) • size at sexual maturity • fecundity and spawning seasonality • length-frequency data by fishery or gear type II. Purpose and General Objectives: To sample as broad a supply of non-pelagic fish catches as possible in support of the Commercial Fishies Biosampling project, enabling the CFBS to estimate age, growth and life history data for major commercial fish species in Guam and the Marianas Islands. Obtaining this information will facilitate the long term development of sustainable management for marine fisheries in the region, in support of NOAA's Fisheries Mission. III. Scope of Work: The Contractor will work with PIFSC, and/or Commercial Fish Biosampling contractors (collectively "CFBS staff") to implement workable strategies to establish an on-going multi-species, size-frequency and life history sampling program at the Coop location. The Contractor will: 1. Provide access for CFBS staff to subsample entire catches of non-pelagic species landed at the Coop 2. Provide space for CFBS to conduct biosampling at the Coop and to store biosampling equipment between sampling events 3. Notify CFBS of significant opportunities to sample targeted species and types of catches 4. Allow sufficient time for CFBS staff to identify fish to species, and record length and weight data 5. Permit CFBS staff to collect samples of body parts used in establishing life history and stock structure parameters from a subset of the catch, including but not limited to gonads, otoliths, stomachs, portions of the fin, tissue samples, and in some cases entire animals for archive The North American Industry Classification Code (NAICS) is 541990 with a size standard of $15.0 million. Interested Contractors are requested to provide the following information in response to this Sources Sought Announcement: 1) A statement that you believe your firm has the capability to meet all these requirements and perform these services. 2) Your firm's DUNS number & CAGE code; 3) Your firm's SBA certified small business concern status. Specifically identify if your firm is HUBZone-certified, Service Disabled Veteran Owned, or in the SBA's 8(a) program. If your firm is not small, please state that it is a large business. 4) A brief description of your firm's recent past experience (within past 3 years) performing similar services. The information provided in response to this announcement is limited to five pages or less. All information shall be provided free of charge to the Government. The Government will not return any data provided in response to this announcement. This request for information does not constitute a commitment, implied or otherwise, that a procurement action will be issued. The Government shall not be liable for or suffer any consequential damages for proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations.
