Description
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institute of Health (NIH), Clinical Center (CC) intends to award a fixed price purchase order to Abbott Laboratories, Abbott Park, IL 60064 on a sole source basis to procure one (1) handheld i-STAT® handheld analyzer system, and one (1) PICCOLO® Xpress analyzer system, and the required cartridges (CG4+ cartridges and comprehensive metabolic panel cartridges, respectively) for monitoring arterial blood gases and blood chemistries in a model of supportive critical care in non-human primates to better characterize disease mechanisms and to assess efficacy of therapeutics beyond standard supportive care. The i-STAT® handheld and PICCOLO® Xpress analyzers and the accompanying cartridges are required by the Department of Critical Care Medicine to provide critical diagnostic data from animals that cannot be achieved otherwise given the limited amount of blood volume that can be analyzed from the animals during the course of the study. Abbott Laboratories is the only known supplier and registered trademark holder of the i-STAT® handheld analyzer, and PICCOLO® Express analyzer and the accompanying analysis cartridges. The unique capabilities of the i-STAT® analyzer makes it the only known instrument that requires a limited volume of blood for analysis of these parameters (100 uL). This is an absolute requirement for the outlined study as it is needed to perform repeated blood gas measurements on a daily basis that are limited based on total blood volume that can be taken from the animals over a given time period. The PICCOLO® Xpress analyzer and cartridges is a serum chemistry analyzer and is the only known portable unit that will provide accurate, immediate assessments of blood chemistries in the animals on study using a minimal amount of total blood volume. This functionality provides a mechanism for administering repeated measurements of blood chemistries for assessing the health and welfare of the animals. This acquisition is being conducted under the authority of the FAR Subpart 13.106-1(b). Interested concerns capable of providing the same or similar products or services as described in this notice may submit a capability statement outlining their capabilities. Capability Statements must be received within the time set forth in this synopsis to be considered by the Government. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
