- On behalf of the Houston National Cemetery, the National Cemetery Administration, Stafford, Virginia intends to award a contract for Landscape Materials in accordance with the Federal Acquisition Regulations (FAR) Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. This notice does not constitute a request for proposal, request for quote, or invitation for bid. The Request for Proposal, VA786-15-R-0352 will be issued on or about July 29, 2015 for the following: CLINDescription: (including delivery)Est. QtyUnit 001Topsoil1,500Cubic Yard 002Dark Brown Mulch600Cubic Yard 003Drainage Rock, 1 ½"80Ton 004Pea Gravel, ?"160Ton 005Decomposed Granite120Ton STATEMENT OF WORK Materials for Burials and Grounds Maintenance Houston National Cemetery A. The Contractor shall provide all necessary supervision, labor, equipment, and supplies to accomplish the delivery of the following materials for burials and grounds maintenance to Houston National Cemetery located at 10410 Veterans Memorial Drive, Houston, TX 77038. B. Materials 1. Screened Planting Topsoil (priced per yard) a. The planting topsoil shall be a loam, sandy loam, and/or sandy clay loam conforming to ASTM D 5268-07, Standard Specification for Topsoil Used for Landscaping Purposes, with pH range of 6.5 to 7.8, a minimum of 4 percent organic material content and a maximum of 10% organic material content; free of weed seeds, noxious weeds, invasive plants, stones 1 inch or larger in any dimension, foreign matter and other extraneous materials harmful to plant growth, including, but not limited to roots, plants, sod, stones, and clay lumps. b. Topsoil shall not be infested with nematodes, grubs, other pests, pest eggs, or other undesirable organisms and disease-causing plant pathogens. c. Topsoil shall be friable and with sufficient structure to give good tilth and aeration. Continuous, air filled, pore-space content on a volume/volume basis shall be at least 15 percent when moisture is present at field capacity. Soil shall have a field capacity of at least 15 percent on a dry weight basis. 2. Dark Brown Mulch (priced per yard) a. The mulch shall be composed of native hardwood derived from trees, logs, and branches that is double ground to produce a fine, fibrous mulch with uniform texture, partially composted, with color ranging from dark brown to black, a pH ranging between 6.0 to 7.0, and having low salinity. 3. Drainage Rock, 1 ½" (priced per ton) a. This clean rock shall consist of the product obtained so that is meets the following ASTM C33 gradation requirements: Sieve Size % Passing Particle Size % of Passing 2 ½ inch 100 2 inch 90 - 100 1 ½ inch 35 - 70 1 inch 0 - 15 ½ inch 0 - 5 b. Sampling and sieve analysis shall be performed in accordance with ASTM C-136. c. Rock shall be composed of limestone, granite, dolomite, or any other hard, sound rock. d. Rock shall be clean, hard, tough, and durable fragments (excluding) schist, shale or slate) of uniform quality throughout and free of any detrimental quantities of soft, friable, thin, elongated or laminated pieces, disintegrated material, dirt, organic matter, oil, alkali, or other deleterious substance. e. Rock shall be resistant to breaking, crushing or crumbling. 4. Pea Gravel, ?" (priced per ton) a. Pea gravel shall be clean washed material, hard and insoluble in water, free of mud, clay, silt, vegetation, organic matter, oil, alkali, or other deleterious material. Stone quality shall meet ASTM C 33. Size gradation shall be as follows: Sieve Size % Passing Particle Size % of Passing ½ inch 100 ? inch 85 - 100 No. 4 10 - 30 No. 8 0 - 10 b. Color shall be generally beige to tan, but shall be approved by the COR. 5. Decomposed Granite (priced per ton) a. Decomposed granite shall be crushed granite rock screenings graded from ?" particles to dust, free of organic matter. The color shall be uniform and tan to golden brown. b. Deliveries 1. Materials shall be delivered within the hours of 8:00 am to 4:00 p.m. Monday through Friday. No deliveries shall be allowed on weekends and official government Holidays without advance written consent of the Contracting Officer's Representative (COR). 2. Below is the approximate number of deliveries per Contract Line Item (CLIN): CLIN Approx. The amount of material to be delivered may vary per CLIN according to Cemetery need. The material shall be delivered within three (3) business days of order. All materials are to be delivered in trailers (20 to 25-yards) and prices shall include delivery. 1. Delivery shall be made only as authorized by orders issued in accordance with the Ordering clause. The Contractor shall furnish to the Government the supplies specified up to and including the quantity designated in the Schedule as the "Maximum." The Government shall order at least the quantity of services designated in the Schedule as the "Minimum." Once the estimated quantities for individual line items shown in the Pricing Schedule have been ordered, additional quantities may be ordered as long as the Contractor agrees by signing the task order. Note: All orders are subject to the terms and conditions of this contract. Orders may be issued by facsimile, by mail or by e-mail. Orders may also be given orally-documented and accepted in writing. E. Contractor Equipment, Personnel, and Contractor Responsibilities 1. Contractor shall not damage any property within the cemetery grounds. Any damage incurred by Contractor shall be repaired or replaced at contractor expense with no additional charge to the Government. This damage includes, but not is not limited to, rutting of grounds caused by Contractor equipment, headstone and marker damage, and any other damage to Cemetery property and grounds caused by Contractor. 2. Contractor shall clean up and/or pick up any trash, debris, dirt, mud, tire marks or any other related items upon completion of work in that area on any given work day. 3. Contractor shall not store any materials, tools, or equipment overnight on the cemetery grounds. 4. Contractor shall provide an English speaking Foreman or Work Leader for this contract who shall coordinate deliveries with the COR. END OF STATEMENT OF WORK The Government intends to Award a contract, for one base period and four options, to the responsible offeror whose quote conforms to the requirements, as stated, in the solicitation. The requirement is 100% Set Aside for Service Disabled Veteran Owned Small Business (SDVOSB). The North American Classification System (NAICS) code for this acquisition is 561730, with a small business size standard of $7.5 million. Please ensure the aforementioned NAICS code is incorporated into your current System for Award Management (SAM) profile at www.sam.gov. The Government will consider quotes from all responsible sources who meet the government's requirement, as set forth in the solicitation. All responsible vendors must be registered in the System for Award Management (SAM) and verified as an SDVOSB, prior to Award. The solicitation and all Amendments will be posted on the Federal Business Opportunity (FBO) website https://www.fbo.gov. No paper copies will be issued.
