- This is a sole source action with the Association of Universities for Research in Astronomy. This is not a request for competitive quotes. The Statement of Work is as follows: Statement of Work Project Title: Shipment, deployment, and operation of the USNO Robotic Astrometric Telescope (URAT) to the Cerro Tololo Interamerican Observatory (CTIO). Agency:U.S. Naval Observatory Astrometry Department 3450 Massachusetts Ave., NW Washington, DC 20392-5420 1.Background. URAT began an astrometric survey in April 2012 at the USNOs dark site, the Naval Observatory Flagstaff Station (NOFS) in Arizona. To complete the mission relevant all-sky survey the telescope needs to go to the Southern Hemisphere. Between 1998 and 2001 USNO conducted a similar survey with limited scope at CTIO where a building (dome and control room facilities) are still available to house the URAT. In 2014 USNO personnel travelled to CTIO to inspect the dome for possible deployment of URAT and performed preparatory work. CTIO is part of the U.S. National Optical Astronomy Observatory (NOAO), based in Tucson, AZ. NOAO is operated by the Association of Universities for Research in Astronomy (AURA). The aim of this contract is to support deployment of URAT to CTIO and the associated support operations. 2.Tasks. The specific tasks to be performed are described below. a. Description of shipping and deployment tasks - The contractor will arrange for shipment of the URAT system (single 40 foot standard shipping container already loaded) from the Naval Observatory Flagstaff Station (NOFS) in Flagstaff, AZ to the Cerro Tololo mountain in Chile. - The contractor shall assist USNO personnel with deployment of the URAT system at their CTIO site. b. Description of routine tasks for operations - The contractor will provide USNO with a suitable dome and associated control room to allow operations of the URAT program. - The contractor will also provide basic network connection (approximately 10Mb/s) at this remote site to allow operations control from the U.S. Naval Observatory in Washington, DC. The contractor will provide electricity / utility connections to the telescope building to allow operations. - The contractor will provide liquid nitrogen (LN2) and manpower to fill the camera dewar to keep it at operational temperature. - The contractor shall change external data hard disk drives and send those to USNO DC. The drives will be provided by USNO. - Contractor is responsible for providing as-required assistance in telescope mechanical maintenance and computer and motion control electronic system troubleshooting and repair tasks. c. Facilities and Equipment - Building (Dome) must be compatible with URAT and provide for optical astronomical observations. - Contractor has the ability to determine if weather conditions are appropriate for operations of URAT. - USNO will supply the entire URAT system (telescope, mount, instrument and control system) and lead the deployment effort up to enabling routine operations. USNO personnel will run URAT data reductions and monitor operations (command line interface to the system over the network) and will stay in touch with CTIO personnel as required. USNO will provide an operations manual with how-to instructions and be available for questions. 3.Period of Performance -Shipment of URAT should arrive at CTIO by about 1 September 2015. -Operation of URAT “ 1 September 2015 “ 31 August 2016. Interested parties may identify their interest and capability to respond to the requirement or to submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received after the date of publication of this synopsis will be considered by the Government. Information received as a result of this notice of intent will normally be considered solely for the purposes of determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
