Description
Notice of Intent Solicitation Number: FA7022-15-R-0014 Notice Type: Special Notice NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. The Air Technical Applications Center (AFTAC) Directorate of Operations (DOY), Patrick Air Force Base, Florida; Contracting Office, 25 AF/PK (OL­Patrick, FL), intends to solicit and negotiate with one source to Raytheon Technical Services Company, LLC. The Statutory authority for this acquisition is 10 U.S.C. 2304 (c)(1) as implemented by FAR 6.302. In accordance with FAR 6.302-1(b)(1)(ii), only one source is available for non-personal services to perform the following tasks: (a) Operate the radars, communications, and support equipment on board the two (2) vessels; (b) Maintain the radars, communications, support equipment, and controlling software on board the two (2) vessels; (c) Provide Integrated Logistics Support (ILS) on the radars, communications, and support equipment on board the two (2) vessels, from the Mobile Sensors Management Office (MSMO) located at Patrick AFB, Florida; (d) Provide sustaining engineering for the radars, communications, and support equipment on board the two (2) vessels and from the MSMO; (e) Operate, maintain, and sustain the Software Maintenance Management Facility (SMMF) co-located with the MSMO at Patrick AFB, Florida; (f) Provide program management services in support of this contract from the MSMO. This acquisition will be conducted on a Sole Source basis with Raytheon Technical Services Company, LLC, 22265 Pacific Blvd, Sterling, VA 20168-6920. The applicable North American Industry Classification System (NAICS) code is 541690 -- Other Scientific and Technical Consulting Services, and the size standard is $14M. The RFP will NOT be made available. Contract award is anticipated for Oct 2015. An Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract is contemplated with an ordering period of 20 months. It is anticipated that the contract will be awarded using Firm-Fixed-Price (FFP) for all Operations and Maintenance (O&M) labor CLINs, with cost-reimbursement line items for travel, materials, and spares. Therefore, it has been determined that Raytheon Technical Services Company is the only responsible source capable of providing this service. No solicitation package will be issued. This notice of intent is not a request for competitive proposals; however, interested parties may identify their interest and capability to respond to this requirement within fifteen (15) calendar days of the issuance of this notice. 25 AF/PK will consider responses received by 12:00 P.M. (EST ) on 6 Aug 2015. Inquiries will only be accepted via e-mail to Mr. Jody Desormeaux at jody.desormeaux.l@us.af.mil. No telephone requests will be honored. SECURITY REQUIREMENT: Company must have a valid Top Secret clearance with valid DCID 6/4 date for Sensitive Compartmented Information (SCI) access on the first day of all task order awards. A determination by the Government not to compete this proposed effort on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. The Air Force Federal Acquisition Regulation (AFFARS) 5352.201-9101, Ombudsman is applicable. (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Christopher S. (e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
