- DESCRIPTION: The U.S. Army Corps of Engineers (USACE) Louisville District intends to issue a Request for Proposal (RFP) W912QR-15-R-0037 for the Design and Construction of new Army Reserve Center in Arlington Heights, IL. This project will provide a Training facility that includes administrative, educational, assembly, weapons simulator, and supply areas for Army Reserve units. There will be also be an Organizational Maintenance Shop (OMS)) that will provide work bays for the Army Reserve, to be provided under the Base Bid. The new Army Reserve Center is comprised of three separate buildings - the two story Training Building (70,877 sf), the one story OMS (4,944 sf), and the one story Unheated Storage (UHS) building (4,860 sf). The OMS includes work bays for the Army Reserve. These new structures will be of permanent construction. The project will include energy efficient lighting, automated building HVAC/lighting system controls, and a fire suppression sprinkling system in the Training Building, Maintenance Building, and Unheated Storage Building. The Training Building and OMS include reinforced concrete foundations, concrete floor slabs, HVAC mechanical systems, plumbing, electrical systems, and security systems. Superstructure and exterior building enclosures may vary. Supporting facilities include the Unheated Storage (UHS) building, site preparation, paving, fencing, security lighting, site signage, wash rack, storm drainage and extension of utilities to serve the project. The functions within the Training Building are assembly hall, offices and administrative spaces, classrooms, library, broadcast training and storage room, toilets, lockers, showers and building support functions. The functions within the OMS is building are office and administrative areas, tool and parts storage, two repair bays, flammable storage, toilets, and other building support functions. The project contains options such as: 1) CFCI OMAR Items (Metal Lockers, Caging for Storage); 2) CFCI Bonafide Need OMAR Items (Refrigerator and Microwave in Breakroom, Free-Standing Metal Shelving in Caged Storage, Shelving and Palette Racks in UHS, Fire Extinguishers and Window Blinds, Arms Vault Dehumidifier, Exterior Ash/Trash Receptacles); 3) Enhance Energy Performance. The Contract Duration is (720) calendar days from Contract Award. TYPE OF CONTRACT AND NAICS: This RFP will be for one (1) Firm-Fixed-Price (FFP) contract. The North American Industrial Classification System Code (NAICS) for this effort is 236220 - Commercial and Institutional Building Construction. TYPE OF SET-ASIDE: This acquisition will be a Total Small Business SET-ASIDE procurement. SELECTION PROCESS: This is a single phase procurement. The proposals will be evaluated using a Best Value Trade Off source selection process. The technical information contained in the Offeror's proposal will be reviewed, evaluated, and rated by the Government. The proposal for this procurement, at a minimum, will consist of the following: Past Performance, Management Plan, and Schedule, and Price. Pro Forma Information such as bonding and financial capability will also be required to meet the minimum requirements of the solicitation. All evaluation factors, other than price, when combined, are considered approximately equal to cost or price. DISCUSSIONS: The Government intends to award without discussions, but reserves the right to conduct discussions should it be deemed in the Government's best interest. CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $10,000,000 and $25,000,000, in accordance with FARS 36.204. The target ceiling for this contract is approximately $22,000,000. Offerors are under no obligation to approach this ceiling. ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or about 06 August 2015. Details regarding the Optional Site Visit will be included in the solicitation. Actual dates and times will be identified in the solicitation. REGISTRATIONS: Offerors shall have and shall maintain an active registration in the following database: System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
