- SOURCES SOUGHT FOR a FIRM FIXED PRICE SINGLE AWARD CONTRACT for the services as detailed in the attached draft performance work statement (PWS). This is a Sources Sought announcement, a market survey for information to be used for preliminary planning purposes. The information received will be used within the Navy to facilitate the decision making process and will not be disclosed outside of the agency. The intent of this Sources Sought Announcement is to identify potential qualified Small Businesses, U.S. Small Business Administration (SBA) certified 8(a) Businesses, SBA certified HUBZone Small Businesses, Economically Disadvantaged Women-Owned Small Businesses, and/or Service-Disabled Veteran-Owned Small Businesses. Large Businesses are also encouraged to reply. This Sources Sought is one facet in the Governments overall market research in regards to whether the proposed solicitation will be issued as a sole source, competitive set-aside or as full and open (unrestricted). No procurement strategy will be determined based solely on the information received in response to this Sources Sought Notice. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the Government for any purpose other than market research. Respondents will not be notified of the results of this market research. Naval Facilities Engineering Command (NAVFAC) Southwest is seeking sources with current and relevant experience, personnel and capability to self-perform services as detailed in the attached draft performance work statement (PWS). The term self-perform refers to performing relevant major work in-house without subcontractors. This does not include administrative or management functions. Relevant major work is that which is the same or similar to the work that may be ordered under the proposed contract. The North American Industry Classification System (NAICS) Code is 541690 (Other Scientific and Technical Consulting Services) with a Small Business Size Standard of $15.0 million. The proposed contract will be firm fixed price. Interested sources are invited to respond to this sources sought announcement by furnishing a Capability Statement of a maximum of five (5) pages on 8.5 x 11 in paper, font no smaller than 12 point, demonstrating its ability to perform the services listed in the draft PWS. The following information shall be provided: 1) Contractor Information: Provide your firms contact information, including DUNS number and CAGE Code. 2) Type of Business under NAICS 541690: Identify whether your firm is a Small Business, SBA certified 8(a), SBA certified HUBZone, Service-Disabled Veteran-Owned, Economically Disadvantaged Women-Owned Small Business concern or large concern. For more information on the definitions or requirements for these small business programs, refer to http://www.sba.gov/. 3) Identify prior efforts of similar size and scope. Submit a minimum of two (2) and maximum of five (5) recent specific government or commercial contracts/projects your firm has self-performed to demonstrate your experience. Include: Prior/current corporate (past performance) experience performing efforts of similar size and scope within the last three years, including contract number, organization supported, indicate either prime or subcontractor for each effort, contract values, hours/dollars incurred to date, Government point of contact with current telephone number and email address and brief description of how the referenced contract relates to the services described herein. In sections where recent experience is requested, all experience will be evaluated for market research purposes only. Firms are advised that while experience older than five years or not yet 100% complete may demonstrate capability to perform the scope of work, it may not indicate that the firm could be competitive during a future solicitation where only the most recent five years of experience will be accepted. NAVFAC may make an acquisition strategy determination based on the likelihood that a sufficient pool of qualified contractors will be competitive on a future solicitation. 4) The contractor ™s technical approach and capacity, or the potential approach to achieving capacity, to conduct the requirements of the draft PWS. 5) For Small Business concerns, the contractor ™s technical capability, or potential approach, to achieving technical ability, to perform at least 51% of the price of the Order with its own employees. 6) The contractor ™s ability to manage, as a prime contractor, the types and magnitude of all taskings in the PWS. Responses to this Sources Sought announcement are due no later than 1 PM (Pacific) on July 27, 2015. All interested businesses shall submit responses via electronic email only to the attention of Shannon La Com, Contracting Specialist, at shannon.lacom@navy.mil.
