- INTERACTIVE ACQUISITION TOOLS REQUEST FOR INFORMATION (RFI) The United States Air Force Office of Transformational Innovation is interested in projects that advance the capabilities of the industrial base and support the military needs of the United States and its international partners. A particular item of interest is to develop a set of interactive tools to better engage industry in the acquisition process and to promote innovation and collaboration within the acquisition workforce. This RFI is therefore meant to gauge industry interest in providing such capability. Responses to this RFI will inform investigations into the viability and execution of such capability. This is not a request for proposals and no contract will be awarded as a result of this RFI. Companies responding to this request are advised that participation does not ensure opportunities for participation in future solicitations or contract awards. However, there is a potential for future demonstration of your capability to be done live on-site at a designated location within the metropolitan DC region. The Government will not reimburse any company or individual for any expenses associated with preparation or participation in this RFI. Requested response questions: For each item below, the Air Force is interested in identifying the most appropriate means for engaging industry in the acquisition system and to promote innovative and collaborative tools/strategies within the acquisition workforce: 1) Does your company now, or in the future, plan to have an interactive software tool that will allow the Air Force to: a. Simulate an acquisition environment to optimize acquisition planning for a specific program? b. Evaluate how enterprise-wide changes in policy may affect outcomes across all phases of acquisition, changes to the supply chain, and overall weapon system portfolios? 2) If so, a. Please provide a detailed description of the tool, including any operating requirements. b. Is the interactive tool currently operational or under development? c. Are modifications and/or upgrades expected that would require on-going support? d. How does your interactive software tool either simulate an acquisition environment or assist in the evaluation of acquisition outcomes due to enterprise-wide changes in policy? 3) Without an interactive software tool, what innovative and/or collaborative process would your company use to: a. Simulate an acquisition environment to optimize acquisition planning for a specific program and promote improvements in acquisition and interactions with industry? b. Evaluate how enterprise-wide changes in policy may affect outcomes across all phases of acquisition, changes to the supply chain, and overall weapon system portfolios as well as promote improvements in acquisition and interactions with industry? 4) Are there other capabilities the Air Force might consider to simulate or evaluate acquisition outcomes and to promote innovation and collaboration within the acquisition workforce and with industry? Marketing materials regarding your capability are welcome. There is a potential for future demonstration of your capability to be done live on-site at a designated location within the metropolitan DC region. All responses must be UNCLASSIFIED; no classified material will be accepted or considered with this RFI. The response should be in searchable format (PDF or Microsoft Office products). In addition, identify a representative to support further Government inquiries and requests for clarification of the information provided, if needed. Respondents should indicate which portions of their response are proprietary and should mark them accordingly. The Air Force will handle proprietary items in accordance with FAR 2.101 and 3.104.
