- The United States Army Medical Research Acquisition Activity (USAMRAA), 820 Chandler Street, Fort Detrick, Maryland, 21702, intends to award a sole source contract to Shoreland, Inc. for Travax COTS Enterprise license plus maintenance activities required to enhance the license(s) to the Department of Defense (DoD) and the Services. This award provides for an enterprise license to support the Medical Situational Awareness in Theater (MSAT) application and to respond quickly to other medical situational awareness requests received from the DoD. Travax provides a unique toolset that significantly expands the quality and breadth of information that is available to commanders about force health protection and related information needed to support planning activities, adapt plans and monitor execution of missions within their areas of operations. This COTS Publication will support and enhance the MSAT application which accumulates and provides force health protection information that is needed for pre- and post-deployment medical care information. MSAT, as enhanced with the incorporation of Travax provides commanders and his or her health service support staff information on disease surveillance and trend analysis, identifying personnel potentially exposed to chemical, biological, radiological, nuclear, and occupational/environmental hazards, the ability to view and track patients, the ability to track logistics, as well as provides an advanced decision support capability for medical situation awareness that can be viewed on a common Geographic Information System (GIS) mapping capability. MSAT also responds to specific requests for information from a broad spectrum of Continental United States (CONUS) or Garrison (pre-deployment) medical authorities. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), FAR citation is 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The proposed contractor, Shoreland, Inc. is the only contractor that can provide proprietary services and equipment for the Travax Applications, due to the fact that Shoreland, Inc. has not licensed the resale right to maintain the Travax applications software to any other companies. Shoreland, Inc. is the original architect and sole developer of the Travax applications and owns the rights to the source code and is the only vendor with the capability to issue an enterprise license for Travax to meet the needs of the Department of Defense This requirement is in support of the Defense Health Agency (DHA), Defense Health Care Management Systems (DHMS)/ Joint Operational Medicine Information System (JOMIS) In accordance with FAR Part 6.302-1, USAMRAA intends to award a sole source contract to Shoreland, Inc., under NAICS code 511210.
