- SOURCES SOUGHT SYNOPSIS The 414th Contracting Support Brigade is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support requirements for any of the services listed below. The location of performance will include but is not limited to the countries of Uganda, Central African Republic, Republic of South Sudan and Democratic Republic of Congo. At this time there is no Period of Performance. A period of performance will be defined when a formal Solicitation is issued. Requirement NAICS code- 238910 Non-Scheduled Chartered Passenger Air Transportation FSC- V-Transportation, Travel and Relocation services Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, insurance, life support (e.g., housing, meals etc., for Contractor personnel), and other items and services necessary to operate rotary- and fixed-wing aircraft and provide airlift services within the Primary Operating Area. Aircraft shall be available for services 18 hours in advance. All aircraft must be equipped with capability to plug in SATCOM equipment with a SATCOM antenna. Contractor aircraft shall be equipped with UHF, VHF, FM two-way radios (frequency range 30-400 MHz), a SATCOM antenna connection and power connection to allow for communication with U.S. Military ground units. The following Aircraft and Flight Planning requirements will be used to support U.S Government personal and host country local nationals. Tactical Rotary Wing Aircraft: -Maximum of four (4) flights per day with individual missions consisting of 10 hours of flight time or less per flight -Flight time requirement estimated to be 200 flight hours per month -All RW assets must be NVG capable -All RW assets must have sling load capability -300 Nautical Mile(NM) unrefueled range -Minimum of 13 passengers -Minimum lift requirement (PAX and/or cargo) of 3000 lbs Alert Rotary Wing Capable Aircraft -Approximately four (4) flights per month with the individual missions consisting of 10 hours of flight time or less per flight -Flight time requirement estimated to be 30 flight hours per month -Minimum of 19 passengers. -Minimum lift requirement (PAX and/or cargo) of 9000 lbs. -450 NM unrefueled range Fixed Wing Aircraft -Maximum of four (4) flights per day with the individual missions consisting of 10 hours of flight time or less per flight. -Flight time requirement estimated to be 500 flight hours per month. -2 of 4 FW assets must be airdrop capable -Minimum of 12 passengers -Minimum lift requirement (PAX and/or cargo) of 3000 lbs. -Must be able to take off and land on runway no longer than 2,400 ft -700 NM range Provide all price lists in English and U.S. Dollars. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name 2) Address 3) Email address 4) Web site address 5) Telephone number 6) Size and type of ownership for the organization 7) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. [Note: In accordance with FAR 10.001(b), agencies should not request potential sources to submit more than the minimum information necessary.] The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT WILL BE PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards WILL NOT be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice No Later Than Monday 27 July 2015 1000 HRS EAST AFRICAN TIME.
