Description
This announcement serves as a Sources Sought Synopsis issued for the purpose of market research in accordance with Federal Acquisition Regulation (FAR) Part 10 for an upcoming acquisition at the United States Air Force Academy. This sources sought is issued solely for information and planning purposes and does not constitute a solicitation. For the purpose of this acquisition, the North American Industry Classification System Code (NAICS) is 511210 and the size standard is $38.5 million. The purpose of this notice is to identify companies capable and qualified to provide a numerical computing environment software suite with a high-level language and interactive environment for numerical computation, visualization, and programming, which can analyze data, develop algorithms, and create models and applications with the stated specifications to the U.S. Air Force Academy. All businesses capable of providing the computational software program are invited to respond. Interested small business vendors must reference their 8(a), HUB Zone, Women-owned, or Service Disabled Veteran status, if applicable. The a numerical computing environment software suite with a high-level language and interactive environment for numerical computation, visualization, and programming, which can analyze data, develop algorithms, and create models and applications. This software must have the following salient characteristics: Item No. 0001 (1 Each) MATLAB or Equal: Equal to or better than the following characteristics: · The language, tools, and built-in math functions must enable users to explore multiple approaches and reach a solution faster than with spreadsheets or traditional programming languages. · The suite should include a wide range of applications and tools, including: o Signal processing and communications o Image and video processing o Control systems o Test and measurement o Antenna Controls o Communications Systems o Computer Vision Systems o Database applications o Embedded Coder o Fixed-Point Designer o Fuzzy Logic tools o Global Optimization tools o HDL Coder o Image Acquisition tools o MATLAB Compiler SDK (formerly Builder EX) o MATLAB Coder o MATLAB Compiler o MATLAB Distributed Computing Server o MATLAB Report Generator o Mapping tools o Model Predictive Controls o Neural Networks o Partial Differential Equations o Phased Array Systems o RF tools o Robust Controls o SimElectronics o SimPowerSystems o SimRF o Simulink Coder o Spreadsheet Link EX o System Identification Controls o Vehicle Network Controls o Wavelet tools · Performs matrix manipulations, plotting of functions and data, implementation of algorithms, creation of user interfaces, and interfacing with programs written in other languages, including C, C++, Java, Fortran and Python. · Ability to do graphical multi-domain simulation and Model-Based Design for dynamic and embedded systems. · Must be able to read/write and manipulate a variety of image types such as FITS, JPEG, TIFF, GIF, and FIG. · Must have specific functions capabilities, to include calculating eigenvalues/vectors, matrix manipulations, covariance matrices, probability distributions, solutions to systems of differential equations and linear equations, minimization of functions, various regression techniques, integrals, derivatives, roots, etc. and all the associated errors with each of those. · Suite must have on-line training, courses, and certifications. · Must be able to run models compatible with Matlab syntax (we have many in-house tools developed in this environment). · Must be able to run models compatible with Simulink files (we have many in-house tools developed in this environment). · Must be able to compile Matlab syntax (speed issues). · Must be able to convert Matlab syntax to C for implementation on embedded computers (satellite computer chips). · Must be able to handle matrix math with intrinsic operators, not external matrix libraries. · Must be able to read/write excel files, csv files, mat, and text files. · Must have earth mapping capability for visualization. · Must have the ability to create and run C/C++ and Fortran executables. · Must have the ability to create and use GUIs for program inputs, settings and executables. · Must have the ability to create a variety of movie formats from AVI to MP3/4. · Must have the ability to create and use structures for data manipulation and organization. · Must have built in ODE numerical solvers such as ODE45 (used throughout Math 245) · Must be able to run legacy Matlab code and toolboxes. · Must have figure editing capability either by command line and by edit toolboxes. · Must be “parallizeable” or capable of running in a high-performance/parallel computing environment/platform. · Must be able to read and write binary data from data sets at least 32 GBytes in size. · Must be able to fit linear functions as well as non-linear functions using the Levenberg–Marquardt algorithm · Must be able to read and write NetCDF files of at least 32 Gbytes All potential offerors are reminded, in accordance with Defense Federal Acquisition Regulations (DFARS) 252.204-7004 Alternate A, System for Award Management, lack of registration in the System for Award Management (SAM) will make an offeror ineligible for contract award. Any information provided by industry to the Government as a result of this sources sought synopsis is voluntary. The Government will not pay for any information submitted in response to this sources sought synopsis. Delivery is FOB Destination to USAF Academy, CO 80840. The specifications for this requirement are included. Comments and/or suggestions on the specifications are encouraged and can be included in your capabilities package. Interested businesses shall provide the following information: 1. Company name, mailing address, cage code, DUNS number, point of contact, telephone number and email address. 2. Business size status, e.g., 8(a), Woman Owned or Service Disabled Veteran-Owned, small business, large business, etc. 3. Appropriate written information and/or data supporting your capability to provide the stated computational software program. 4. Answers to the following questions: (include questions below as applicable, otherwise delete. Add any questions specific to the acquisition not included below). a. How long have you been in business? b. Have you provided this item in the past? c. Are you a manufacturer or supplier of the item? d. What is your lead-time for delivery? e. Have you ever performed Government contracts? f. What are your payment/discount terms? Do you offer an educational discount to universities? g. If you require different terms and conditions than those normally used by the Government, what are your commercial terms and conditions? Please feel free to provide a copy of your terms and conditions for this type of work. h. What is your estimated cost for this requirement? You will not be held to this price, it is only for market research purposes. i. Are user manuals, or any other items, included? j. Do you offer warranty coverage? If yes, provide further details. This notice is designed to locate responsible sources that have an interest, and have the ability to supply the item described herein. If your firm is capable and qualified to provide the computational software program, send the required response in writing to the primary point of contact indicated within this announcement.
