- The purpose of Amendment 0002 is to extend the closing date and time for this solicitation to 2:00 PM EST July 31, 2015. The purpose of Amendment 0001 is: 1) to provide the Agenda from the Preproposal Conference, and 2) to provide Questions and Answers generated in response to this Combined Synopsis/Solicitation. The closing date and time for this solicitation is not extended. This is a combined synopsis/solicitation for commercial services and items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation [Request for Proposal (RFP) No. NRC-HQ-40-15-R-0004] is attached to this synopsis. The incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-82/06-08-2015. This procurement will result in a single-award indefinite-delivery, indefinite-quantity contract with task orders that utilize the time-and-materials and/or fixed-price contract type. This acquisition is conducted using Federal Acquisition Regulation Part 12 procedures. It is the NRC's intent to evaluate each proposal under the following factors in descending order of importance: 1) Certifications, 2) Technical Approach, 3) Past Performance, 4) Corporate Experience, and 5) Management/Staffing Plan. Price will be considered in the evaluation and selection, but Price will not be rated. Price will be considered to be of lesser importance than the technical factors. Criteria 1 will be pass/fail. If an offeror fails to provide required documentation in Appendix A to support Criteria 1, no discussions will be held with the offeror, the rest of their proposal will not be evaluated, and their offer will not be considered for award. Evaluation criteria 2-5 will be evaluated using adjective ratings and no numeric point system will be used. This acquisition is set aside 100% for small business. The North American Industry Classification System code is 561621 Security Systems Services (except Locksmiths). The size standard for this procurement is $20.5M, as set forth under this NAICS code The contractor shall provide Federal Identity, Credential, and Access Management (FICAM) Modernization and Operations and Maintenance of NRC Security System in accordance with the terms and conditions of this solicitation, including the Statement of Work and Price Schedule. The Statement of Work includes a list of sample materials that may be required at the task order level. Brand Name Justification: All materials that do not state "or equal" after the brand name must be brand name only. This is to ensure compatibility with the existing system and to maintain applicable warranties. PROPOSAL Offerors shall provide a proposal to the NRC comprised of a technical and a price portion separated into individual volumes. Offerors may provide up to thirty (30) 8.5 by 11 inch pages (using no less than 10 font size) as their proposal to be evaluated by the Source Evaluation Panel. The technical submission will address the Statement of Work and be responsive to the evaluation factors. The thirty (30) page technical submission limitation does not include and is in addition to the pages relating to relevant resume credentials, Appendix A, past performance questionnaires and the price proposal. Excess technical submission pages will not be considered. QUESTIONS A preproposal conference is scheduled for July 10, 2015 at 2:00 p.m. EST. You are encouraged to submit your questions in writing not later than 2 working day(s) before the conference date. If you plan to attend the conference, notify Ms. Lamon-Kritikos by email at Nancy.Lamon-Kritikos@nrc.gov, no later than close of business July 9, 2015. The deadline for all questions is 2:00 p.m. EST July 16, 2015. All proposals are due July 31, 2015 by 2:00 p.m. EST, electronically to Nancy.Lamon-Kritikos@nrc.gov. Offerors are responsible for any technical difficulties and/or administrative problems associated with transmission of the files to the NRC. Solicitation NRC-HQ-40-15-R-0004 is distributed through the FedBizOpps website (http://www.fedbizopps.gov.) The FedBizOpps website provides downloading instructions. All future information about this acquisition, including solicitation amendments will also be distributed solely through the FedBizOpps website. Hard copies of the solicitation document and its related documents will not be available. Because this RFP will be posted on this website, interested parties are instructed NOT to call, send letters, e-mails or faxes requesting the RFP. Interested parties are responsible for monitoring the FedBizOpps website to assure that they have the most up-to-date information about this acquisition. The NRC requires the prospective awardee to be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of the resulting contract in accordance with Federal Acquisition Regulation, 52.204-7, System for Award Management. Processing time should be taken into consideration when registering.
