- This is a Source Sought Notice for market research purposes to determine the capability of all business sizes, large and small, that possess the ability to develop and create a functioning web-interface that will allow cyber-volunteers to scan images and answer a series of short questions. The Alaska Ecosystem Program at the Alaska Fisheries Science Center (AFSC) collects almost 1 million images of Steller sea lions per year from 20 remote cameras stationed at sites in the Aleutian Islands of Alaska. These images must be analyzed for marked (branded) animal sightings and for abundance in a timely manner to monitor this population in decline. All images must be looked at by people to complete these observations. However, many images have either no animals or offer an obstructed view of the site (due to weather or visual obstruction) and are therefore not necessary for further analysis. This demand of visually examining each image cannot be met at the AFSC in a timely manner to allow for relevant data analysis. Crowd-sourcing the selection of optimal images would greatly increase the efficiency of further analysis conducted by NOAA Fisheries scientists and volunteers at the AFSC. Additionally, this is a great opportunity for outreach to involve the public and allow them to learn about the valuable research conducted on this population of Steller sea lions that is still experiencing decline in the Aleutian Islands. Objectives The contractor shall develop and create a functioning web-interface that will allow cyber-volunteers to scan images and answer a series of short questions. These questions will allow for the identification of those images that have sea lions present, and of those images, which have branded sea lions present. Processing of each image should be short enough to ensure maximum efficiency of data collection while keeping the task interesting to volunteers. Those images selected would then be the top priority for further data collection and analysis at the AFSC. Scope The Government expects to collaborate with the contractor to ensure that the final product will fulfill the needs of selecting images that require further analysis by AFSC. The product will be a website that has been tested and launched, and that will be supported and maintained into the future to address any bugs or issues that arise over time, and to allow additional images to be uploaded as they become available. Requirements The Contractor shall have previous experience building crowd-sourcing analysis interfaces that have resulted in successful outcomes for the science agencies requesting public assistance. The Contractor shall have an established network of cyber volunteers that would be exposed to AFSCs SSL project to insure an optimistic probability of participants. As such, AFSC would default to the expertise of the contractor for development, execution, maintenance, and reporting results of a crowd-sourced, cyber-volunteer website. The AFSC envisions certain tasks that will be completed throughout the project. Task 1 - Brainstorming - Brainstorming sessions between AFSC and the contractor will be to foster understanding of AFSC objectives for image analysis in order to develop the most efficient and user-friendly website that is both engaging to the volunteers and effective in collecting valuable information for AFSC. Task 2 - Development & Testing - The Contractor shall develop and test the web interfaces to ensure maximum ease of volunteer participation while maximizing information collected. Task 3 - Launch & Maintenance - The Contractor shall launch the web-interface and perform necessary maintenance by troubleshooting and debugging to ensure continued use of the website for data collection. Task 4 - Management & Reporting - The Contractor shall manage site and produce output reports of priority of images to be analyzed at AFSC. Task 5 - Website Hosting - The Contractor shall continue hosting the website beyond the troubleshooting phase at least one year from date of award. Task 6 - Option - The AFSC will have future opportunities to continue services by adding newly collected images as they're collected in the field. The NAICS code for this procurement is 541512 with a corresponding size standard of $27.5 million. This Sources Sought Notice is not a request for competitive proposals. No solicitation exists for this requirement; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion. Please submit a capability statement that demonstrates expertise and required abilities to provide these services no later than August 3, 2015 at 10am Pacific time. Responses shall be sent electronically to Mona.M.Ash@noaa.gov. Responses to this sources sought notice shall not constitute responses to any solicitation. As stipulated in FAR 5.201, responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract. Respondents will not individually be notified of any government assessments. The Government's evaluation of the capability statements received will factor into whether any forthcoming solicitation will be conducted as a small business set-aside, full and open competition, or sole source procurement. **** All contractors doing business with Government shall be registered with the System for Award Management (SAM).
