- This is a Market Survey / Request for Information (RFI) for Enterprise Programs, Infrastructure, and Communications Services (EPICS) 1. Introduction / Purpose The purpose of this Market Survey / Request for Information is to (1) inform industry of the Federal Aviation Administration s intent to conduct a competitive source selection during calendar year 2016 for EPICS services, (2) survey the marketplace to assess the level of interest and capabilities among qualified providers of the required services as well as whether adequate competition exists to set-aside the competition among small businesses and (3) utilize inputs from the Market Survey to finalize the EPICS acquisition strategy. This public announcement is being issued in accordance with the Federal Aviation Administration (FAA) Acquisition Management System Section 3.2.1.2.1. Interested parties are advised that: This is not a Screening Information Request (SIR) or Request for Proposals; The FAA is not seeking or accepting unsolicited proposals; The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and Any costs associated with the market survey / RFI response submittals are solely at the interested party s expense. 2. Description of the Required Services The objective of the EPICS contract is to obtain support services that will support programs within the FAA s Communications, Infrastructure and Network Programs (CINP) Group and related programs in accomplishing their mission objectives. The CINP is responsible for the implementation, management, and execution of communications infrastructure programs supporting the National Airspace System (NAS) and non-NAS systems and networks. The EPICS contractors will provide a broad range of Program Management support, Acquisition Support, System Engineering including Program Implementation Support, In-Service Management Support, Business and Financial Management support, and other services required by the organization. The capabilities and services that may be ordered under the contract will likely include knowledge transfer of the latest technologies, methods, approaches, and products that can lead to new, innovative solutions and best practices within the organization. The contract is expected to serve as the primary means for the organization to obtain the required technical and management services across the CINP Enterprise. The CINP Enterprise includes NextGen-enabling programs System-Wide Information Management (SWIM) and the NAS Voice System (NVS) that are fundamental to the FAA s the National Airspace System (NAS) to the Next Generation Air Transportation System (NextGen). The CINP Enterprise also includes major telecommunications programs such as the FAA Telecommunications Infrastructure (FTI) program and the Alaskan Satellite Telecommunications Infrastructure (ASTI) program. During the EPICS contract period of performance, there will be considerable emphasis placed on the implementation of the FTI-2 program that is the follow-on to FTI. The CINP Enterprise also includes the FAA s portfolio of air/ground communications equipment, legacy voice switches for air traffic control operations, and digital audio recording and distribution capabilities. A major element of the EPICS scope is the Enterprise Engineering support that the CINP provides to FAA programs that are users of the telecommunications services and SWIM messaging services managed by the CINP. This Enterprise Engineering support is provided across the acquisition life cycle and includes architecture assessment, development of business cases, preparation of Joint Resources Council (JRC) packages, SWIM suitability assessments, development of Enterprise Services Customer Agreements, generation of telecommunications cost estimates, support of integration testing, ordering and implementation of new telecommunication and enterprise messaging services for CINP customer programs, preparation of system security authorization packages, and tracking of service utilization to support network capacity planning. In addition to CINP programs, the scope of the EPICS contract will include support to the planning, procurement, implementation, and execution of the Data Communications (DataComm) program, other NextGen programs, and other FAA programs that share common mission goals with CINP programs and require the specialized support that will be available through the EPICS contract. For the EPICS contract, the FAA anticipates requiring the types of technical and management services described in Attachment 1 to this announcement. 3. NAICS Code The NAICS code for this procurement has not yet been finalized, but the predominant effort is 541330 Engineering Services Except Military and Aerospace Equipment and Military Weapons. The small business size standard for this code, Engineering Services Except Military and Aerospace Equipment and Military Weapons, is $35.5 million. The final NAICS Code will be included in the EPICS SIR. 4. Nature of Competition The acquisition strategy for the EPICS procurement has not been determined at this time. The FAA intends to finalize its acquisition strategy and release a draft SIR during the 4th quarter of FY 2015. 5. Incumbent Contractors The FAA currently obtains these services under the Enterprise Communications Support Services (ECSS) program through two prime contracts. a) The ECSS (large business) contract number is DTFAWA-11-D-00051. The incumbent contractor is Noblis, Inc., 3150 Fairview Park Drive South, Falls Church, VA 22042. b) The ECSS (small business) contract number is DTFAWA-12-D-00055. The incumbent contractor is Veracity Engineering, 425 3rd Street SW, Suite 600, Washington, DC 20024. The total current level of effort for both contracts is on the order of 350-400 full-time equivalents (FTEs). The specific staffing requirements for EPICS will be further developed before any solicitation release and definitized at contract award. The FTE levels referenced in this announcement do not represent a commitment on the part of the FAA to solicit or staff the EPICS contract at a particular level of effort. The FAA intends to award one or more EPICS contracts prior to the expiration of both ECSS contracts to facilitate the transition to EPICS. 6. Contract Type The FAA anticipates that EPICS will be a time and materials (T&M), indefinite delivery / indefinite quantity (IDIQ), task-order contract. The contract may also include cost-type CLINs. Travel and other direct charges (ODCs) will be reimbursed based on actual costs. 7. Questions and Comments Submit any questions or comments, which must be limited to aspects of this announcement that affect the preparation of the Market Survey / RFI response, via email to charles.mcgovern@faa.gov no later than July 31, 2015. The FAA intends to release a draft SIR for EPICS and interested parties will have the opportunity to submit questions and comments on the broader scope of EPICS requirements at that time. 8. Responses to the Market Survey / RFI Interested parties should submit the following items in response to this Market Survey / RFI: A 1-page letter of transmittal; A 5-page Capabilities Statement (using 12 point Times New Roman font, 11 x 8 paper, and 1-inch page margins). The Capabilities Statement should include the following information: oTypes of services currently provided by your company relative to the scope of the EPICS effort as described in Attachment 1 of this announcement. oContracts under which your company has provided these types of services in the past 5 years including the name of the contract, dollar value of the contract, client, your company s staffing level on the contract (i.e. number of FTEs), your company s percentage of the total staffing, and your company s role on the contract (e.g. Prime or Subcontractor). The cited contracts should be similar to the EPICS requirements in terms of functional requirements. oNumber of years your company has been in business. oGeographical areas where your company can provide the services listed in Attachment 1 to this announcement. oFor small businesses, indicate whether or not you are currently are an FAA eFAST contract Master Ordering Agreement (MOA) holder. oInterested vendors may indicate that they would like to be included on an EPICS bidder s list for the purpose of publicly disclosing their interest in subcontracting / teaming arrangements for this potential opportunity. The FAA will then publish this data at the time of the FAA s next update to this opportunity. Inclusion in this listing is not a requirement for consideration in any future solicitation based on this market survey. A completed and signed Business Declaration Form (Attachment 2) Submitted materials will not be evaluated nor will the FAA provide feedback on any of the submitted materials. In addition, responses to the Market Survey / RFI will not viewed by the FAA as a commitment by the respondents to submit a proposal in response to the EPICS SIR if it is released. If any of the information submitted is considered to be proprietary, the submitter is responsible for marking it accordingly. Notwithstanding, the Government does not intend to release or distribute any of the information contained in the Market Survey / RFI responses. FAA acquisition-support contractors are expected to participate in the analysis of the responses. 9. Market Survey / RFI Response Submission Instructions Market Survey / RFI responses must be submitted via email to Charles McGovern (charles.mcgovern@faa.gov) in *.doc, *.docx, or *.pdf format. No other form of submission will be accepted. Responses are due by 4:00 PM EDT on August 21, 2015.
