- NIHDC2015001 SOW and TEC This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is NIHDC2015001 and is being issued as a Request for Proposals (RFP). The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-82 effective June 8, 2015. The North American Industry Classification System (NAICS) code for this procurement is 611110. BACKGROUND INFORMATION: The current workforce is composed of large numbers of baby boomers who are projected to retire at an increasing rate in the next 8 to 15 years. The upcoming retirement wave is anticipated to create a shortage of skilled workers in many occupational areas. To mitigate the effects of this anticipated occurrence organizations in the public and private sectors have begun establishing relationships with high schools to cultivate an entry level supply of labor. Research suggests that one of the careers most vulnerable to these labor market shifts are those of the science, technology, engineering and mathematics (STEM) occupations. NIDCD is interested in partnering with a high school to increase interest in STEM occupations and the NIH/NIDCD, particularly among populations underrepresented in the biomedical research field, and begin to work towards bridging the anticipated shortage of skilled workers in STEM occupations. OBJECTIVE: The National Institutes of Health, National Institute on Deafness and other Communication Disorders (NIH/NIDCD) wishes to participate in a partnership with a high school in Montgomery County, which allows students an opportunity to explore and actively engage in the NIH/NIDCD professional environment. SCOPE: This contract will establish and develop a pipeline of qualified candidates for NIH/NIDCD hiring needs in the next 8 to 15 years. This contract intends to focus solely on initiating a relationship with a high school with a demonstrated track record of successful work study programs with outside organizations. The work study program will introduce participating students to the professional environment of the NIH/NIDCD and provide them with administrative and technical work experience. Also it will provide NIH/NIDCD with entry level services for our intramural program and research management and support. ADMINISTRATIVE: The following provisions and clauses apply to this acquisition: FAR 52.212-1, Instructions to Offerors-Commercial Items (APR 2014); FAR 52.212-2, Evaluation-Commercial Items (OCT 2014); FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (MAR 2015); FAR 52.212-4, Contract Terms and Conditions-Commercial Items (MAY 2015); and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (May 2015). The Contracting Officer's Representative (COR) will be representing the Government for the purpose of this contract. The COR is responsible for: (1) monitoring the Contractor's technical progress, including the surveillance and assessment of performance and recommending to the Contracting Officer changes in requirements; (2) interpreting the statement of work and any other technical performance requirements; (3) performing technical evaluation as required; (4) performing technical inspections and acceptances required by this contract; and (5) assisting in the resolution of technical problems encountered during performance. The Government may unilaterally change its COR designation. The Contracting Officer is the only person with authority to act as agent of the Government under this contract. Only the Contracting Officer has authority to: (1) direct or negotiate any changes in the statement of work; (2) modify or extend the period of performance; (3) change the delivery schedule; (4) authorize reimbursement to the Contractor for any costs incurred during the performance of this contract; or (5) otherwise change any terms and conditions of this contract. Contract Title: NIDCD HS Corporate Work Study Program. Contract Type: A firm fixed price contract is anticipated. Place of Performance: Bethesda, MD. Government Furnished Property: None.
