- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The US Army This requires maintenance and software authorization and support of VivoQuantTM iPACs Discovery image analysis software to support the analysis needs of the In Vivo Imaging Center. J&A Justification and Approval for Other than Full and Open Competition Justification 1. Contracting Activity: US Army Medical Research Acquisition Activity, Fort Detrick, Maryland. 2. Description of Action: Award a firm fixed price contract for purchase and maintenance support for VivoQuantTM iPACS Discovery Plug in Modules and Rack Server. The award is for USAMRIID's In Vivo Imaging Center. 3. Description of Supplies/Services: This requirement is for Purchase, Maintenance and Software authorization and support of VivoQuantTM iPACs Discovery image analysis system to support the analysis needs of the In Vivo Imaging Center. 4. Authority Cited: FAR 6.302-1(a)(c) - Brand name only. Only VivoQuantTM iPACS Discovery software and maintenance can meet the Government's requirements. 5. Reason for Authority Cited: Only VivoQuantTM iPACs Discovery software and maintenance can meet the Government's requirements. The software and maintenance for VivoQuantTM iPACs Discovery is needed in order to perform the image analysis and image archival associated with in vivo PET/SPECT/CT/MRI imaging to be performed within the USAMRIID In Vivo Imaging Center. The software was built to easily integrate with hardware manufacturers image formats and plug in modules allow for the quantification of user defined regions of interest and/or atlas based structures. VivoQuantTM iPACs Discovery also provides a searchable image archival platform. The archical platform provides a mechanism to identify images in support of IND/NDA filings for compounds being developed as countermeasures for various biothreat pathogens. The integrated nature of the VivoQuantTM iPACs Discovery image analysis package is FTE resource sparing in that there is a limited need for the programing and development of standalone image analysis tools for data analysis and quantification. 6. Efforts to Obtain Competition: This requirement will be competitive amongst all VivoQuantTM iPACs Discovery authorized resellers. 7. Actions to Increase Competition: This requirement will ge competitive between all authorized resellers. 8. Market Research: Market research has found other resellers that can sell VivoQuantTM iPACs Discovery software. iPACs - Minimum Essential Criteria Minimum Essential Criteria: The iPACs image archival and image analysis system must have the following minimum essential specifications: --For image viewing and analysis: --Capable of supporting a minimum of 25 user seats. --Contains interactive plug-ins for atlas-based brain analysis. The atlas must contain 14 mouse brain regions, 54 rat brain regions and up to 54 primate brain regions with the option to add user-defined brain regions. --Supports the viewing and analyzing image data sets across CT, PET, SPECT, MRI and optical imaging platforms and over 15 data formats. --Ability to co-register images from multiple modalities. --Generate 3D region of interest segmentation using automatic, semi-automatic and manual tools. --Generate Tl, T2 and ADC maps of MR images. --Broad viewing features such as slice, multiple planar reconstruction and tile view. --Filtering, cropping, smoothing and re-scaling tools. --Plotting tools to generate time-activity, time-signal curves, contours and histograms. --Image and movie generating functionality. --Supports rat and primate digital brain atlases across all imaging modalities noted above. --Seamless interface with image data management and archival platforms. --For image management and data reporting: oAccessible from a web-based server. --Supports Internet Explorer 8+, Chrome, Firef ox and Safari web browsers. --Stores and indexes image data sets across all imaging modalities noted above and over 15 data formats. --Query functions of meta data for searching. --Data sharing capabilities with users without need for iPACs software. oData reporting sheets must be customizable by user. --Reporting capabilities must allow integration of databases, images, movies, data analysis. --Supports batch transfer of data files. --Computer server --HP ProLiant DL380p Gen8 Rack Server --Intel Xeon E5-2640 2.5 GHz 6C/12T processor o16 GB (2x8) RAM --24 DIMM slots --8TB RAID 5 storage
