- Sole-Source Justification PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time sole source contract with Digital Transitions, Inc., 35 West 35th Street, New York, NY 10001. The Government intends to negotiate with only one source under the authority of FAR 6.302-1. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) Website (www.fedbizopps.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The North American Classification System Code is 333316, Photographic and Photocopying Equipment Manufacturing; the size standard is 1000 employees. The Federal Bureau of Investigation (FBI) intends to award a non-competitive, sole source contract to Digital Transitions, Inc., 35 West 35th Street, New York, NY 10001 for a Phase One IQ160 for Phase One/Mamiya. The Forensic Imaging Unit provides forensic imaging for the FBI Laboratory examination units. A large part of the imaging services involves the capture of highly details photographs that are used for a multitude of examinations such as hair and fiber identification, toolmarks, shoe and tire tread analysis, and much more. To ensure the FBI is delivering the highest quality possible, it is necessary to use extremely high resolution digital camera recording devices to ensure that maximum detail is achieved in each image. In order to do this the FBI requires Digital Transitions Phase One IQ160 for Phase One/Mamiya. The FBI has found that only Digital Transitions can provide the Phase One IQ160 for Phase One/Mamiya that meet all of the FBI requirements listed below: • Digital camera back must be a medium format in size (approx. 4.5 cm x 6 cm; • Must have a minimum resolution of 60MP which equates to 8984x6732 pixels, which when printed at 300dpi, renders a photographic area of coverage of 30" x 22.5"; • Camera back must have a very wide dynamic range of capture to enable a broad range of exposure information to be captured in a single image; • Camera must be able to capture a minimum of 12 stops of information for each exposure; • Camera must have a broad range if ISO sensitivity ranging from 50 to approximately 1000 ISO; • Exposure times must have a range of choice, from 1/10,000 to 1 minute of exposure; • Camera System must be based on a 645 medium format with the ability to fully integrate the digital back; • Camera must be fully integrated with existing FBI Mamiya lenses and digital camera backs in use by studio personnel; • Camera must switch between a focal plane and leaf shutter system based on the lenses deployed; • Camera must be capable to take a wide range of exposure times, with an option of 60 minutes for future digital back purchases. • Camera must be a very precise autofocus system that also allows for manual focusing if needed; • Camera must have a mirrorup feature to remove the reflex mirror from introducing vibration during long exposures; • Camera must run on both battery power as well as an AC adapter to allow flexibility for different shooting environments; • Vendor must include training on Hardware and Capture One; • Vendor must provide unlimited phone/email/web based support; • Vendor must offer free cleanings on back and lenses; • Vendor must provide (one seat) Phase One Certified Professional Class; • Vendor must provide Capture One Training Program. Digital Transitions, Inc. is the only vendor that offers the Phase One IQ160 for Phase One/Mamiya that meets all of the FBI requirements that is fully integrated with existing FBI owned Mamiya lenses and digital camera backs. This notice of intent is not a request for competitive quotations; however, interested parties may identify their interests and capability to respond to this requirement to this office by 08:00 am, EST, July 27, 2015, by email to the attention of Jerry Varnell, Contract Specialist, at Jerry.Varnell@ic.fbi.gov. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
