- The Centers for Disease Control and Prevention (CDC) / National Institute for Occupational Safety and Health (NIOSH) / Office of Mine Safety and Health Research (OMSHR) intends to award a sole source firm fixed price Purchase Order to Agapito Associates of Grand Junction, CO, to install long-term stress monitoring instruments, conduct stress measurements and provide roof and floor coring as well as holes for borehole pressure cells. These items are needed for ongoing research being conducted at a coal mining facility located in West Virginia. Agapito has the personnel with unique qualifications and experience necessary to complete the specific tasks required for this procurement as well as the specialized equipment needed. Agapito maintains a qualified drilling and instrumentation crew that is capable of drilling vertical, inclined and horizontal holes and installing instruments and measuring in-situ stress via overcoring. These unique set of skills are required for this NIOSH research. Specifically, in order to determine the stresses and loads in the headgate and tailgate roadways of a longwall coal mine, OMSHR intends to have stress measurement made using the overcoring technique of a standard triaxial CSIRO HI cell (Commonwealth Scientific and Industrial Research Office Hollow Inclusion Cell) to determine the in-situ stress state of the mine. Other CSIRO HI cells will be installed to monitor changes in loading of the roof, and BPC (Borehole Pressure Cells) will be installed in the coal to monitor loading in the coal pillars directly beneath the roof cells. Finally, the roof will be cored vertically to a depth of 50 feet to determine the geology in the test area. The field work consists of several separate tasks, and a digital final report containing all data to be provided to NIOSH. This Procurement is for Commercial Services as defined by FAR Parts 2 & 12. This contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). This notice of intent is not a request for competitive quotations; however, all quotations/responses received within 15 days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
