- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The RFQ number is N00189-15-T-Z256. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-81 and DFARS Publication Notice 20150406. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 339920 and the Small Business Standard is 500 employees. The Small Business Office concurs with the set-aside decision: Other than Full and Open Competition. The NAVSUP FLC Norfolk, Philadelphia Office intends to issue a sole source firm fixed price purchase order for the acquisition of this requirement. CLIN0001 (QTY: 1) Power Lift weight training equipment IAW with attached equipment list. The delivery for the above CLIN is 90 days ADC; Delivery Location is the US Naval Academy, 181 Wainwright Road, Annapolis, MD 21402. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. Interested persons may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for competitive quotes from any other source than the identified source below. However, all quotes or quotations received by the closing response date will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for information submitted in response to this notice. Authority cited: The Statutory Authority permitting other than Full and Open Competition for this requirement is 41 USC 1901(e)(2) - a sole source acquisition under the authority of the test program for certain commercial items, as implemented by FAR 13.501(a). This acquisition will be sole sourced to Conner Athletic Products, Inc. 900 E Hwy 30, Jefferson, IA, 50129 US. Conner Athletic Products, Inc. is the sole manufacturer of the required Power Lift weight training equipment. (Refer to CLIN 0001). This announcement will close at 11am EST on 27 July 2015.
