Description
Sole Source Justification The U.S. Dept. of Commerce, NOAA Wallops CDA Station, Wallops Island, Virginia intends to negotiate and award a firm fixed price contract to SCISYS Deutschland GmbH, Bochum, Germany for maintenance support for Meteosat Second Generation (MSG) U.S. DOMSAT Relay System. Only one responsible source is available to satisfy the agency requirement for MSG Maintenance Support for the SCISYS Meteosat DOMSAT Relay system. The description of service is below. The National Oceanic and Atmospheric Administration (NOAA) Wallops Command and Acquisition Station (CDAS) supports a variety of data collection activities and is responsible for world-wide dissemination of this data. One of the critical, data services that the NOAA Wallops CDAS provides is the delivery of high-resolution imagery, through the Meteosat Second Generation (MSG) U.S. DOMSAT Relay system. This system provides a continental U.S. (CONUS) relay service for the European Organization for the Exploitation of Meteorological Satellites (EUMETSAT) data, to relay the High Rate Image Transmission (HRIT) stream and Low Rate Information Transmission (LRIT) stream to registered U.S. users. The MSG HRIT data is provided to the Wallops system, through communication lines, where it is encrypted and transmitted through the DOMSAT relay. The EUMETSAT link also provides Administration messages for the users, as well as user access files. Wallops provides quality monitoring of the HRIT data at all stages of the data acquisition and processing, as well as quality monitoring of the DOMSAT receive data. The relay system supports a 24/7 Operations schedule and the 100% data availability requirement is met with redundancy of all critical path components. This requires unique experience and knowledge of the SCISYS Meteosat software and relay system. Oral communications are not acceptable in response to this notice. This is a Simplified Acquisition with an estimated value of less than $150,000.00. In order to comply with the debt collection improvement act of 1966, all contractors doing business with this acquisition office must be registered with the Central Contractor Registration (CCR) and Online Representation and Certifications (ORCA). The Federal Supply Code for this requirement is D319 and the North American Identification Classification System (NAISC) code is 517410. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). This Special Notice is not a request for competitive proposals and no solicitation package is available. However, interested persons may identify their interest and capability to respond to the requirement or submit a proposal that believe they can provide the service that fully meets the Government's requirements and may submit substantiating documentation in writing to the identified Point of Contact within 15 days after the publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses to this notice, if any, must show clear and convoncing evidence that competition would be adventageous to the Government.
