Description
This announcement is a Sources Sought Notice (market survey). This is not a Request for Quote (RFQ). This announcement is for information and planning purposes only and is not a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this sources sought is to determine interested parties, socioeconomic status availability, and capabilities. The Government intends to use responses to this sources sought notice to make an appropriate acquisition decision for this project. The U.S. Army Corps of Engineers (USACE), Portland District's Willamette Valley Project (WVP) consists of several dams. The WVP requires rotary limit switches for head gates on one of its dams. To prevent harm to people and damage to property, it may be necessary to close the penstock, the entrance for water to the generator. The closure device is called the head gate. The control system that is used to raise (open) and lower (close) the head gate depends upon signals that indicate the position of the gate. These signals come from the limit switch. If these signals are not reliable, the control system will malfunction and damage the hoisting equipment, the gate, and possibly the dam itself. The Reliability of the limit switch is crucial to reliable operation of the head gate. The existing limit switches are over 50 years old, in poor condition and due for replacement. The rotary limit switches must satisfy the following requirements: CAM COUNT: - 8 minimum CAM CONFIGURATION: - All cams shall be mounted on a common shaft. CAM ADJUSTABILITY: - 4 to 356 degrees SWITCH CONFIGURATION: - DPDT - all cams - All shall be snap action - Repeatability +-.5 degrees of cam rotation - Make current @ 115Vac 30A, inductive, 10A resistive loads - Break current @ 115Vac: 3A, inductive, 10A resistive loads - Continuous current AC/DC: 10A GEARBOX: - 6:1 reduction ratio (1 cam rotation for every 6 input shaft rotations) - Input shaft to be parallel with cam shaft. - Offset of the input shaft with respect to the cam shaft, if any, shall only be to the right of the cam shaft when its normal mounting position and viewed from the input shaft end of the device. ENCLOSURE: - NEMA 4 rating The U.S. Army Corps of Engineers (USACE), Portland District is seeking sources for limit switches under NAICS Code 335314, Relay and Industrial Control Manufacturing, with a small business size standard of 750 employees. The Government anticipates awarding One (1) Firm-Fixed Price - supply contract. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT NOTICE 1. Statement of Capability (SOC) a. Spec Sheets for rotary limit switches demonstrating the ability to meet the requirements above. The Government intends to solicit this requirement on or around 18 August 2015. At this time, a solicitation does not exist; therefore, offers shall not be accepted. It is the potential Offeror's responsibility to monitor FedBizOps for release of any future solicitation that may result from this Sources Sought Notice.
