Description
The US Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC) has a requirement to purchase six Pelican-Hardigg 16848-100 containers. The ERDC intends to issue an award to Hardigg Industries, Inc., 147 N MN ST, South Deerfield, MA 01373-1026 on a sole source basis. The Airfields and Pavements Branch (APB) of the US Army Engineer Research and Development Center (ERDC), Vicksburg, MS, has been tasked by the US Army to update their Airfield Damage Repair (ADR) technologies based on previous work for the US Air Force. Part of the technology transfer is to develop a package of supplies and equipment required to anchor the fiber reinforced polymer (FRP) Matting system to existing asphalt and concrete pavements. The FRP Matting system is scheduled to first be deployed as supplemental equipment set to the Light Airfield Repair Package (LARP) owned by the 20th Engineering Brigade, Fort Bragg, NC. Tools and accessories are required to be contained. These containers were custom designed by Hardigg Industries, Inc. around 2005 for the USAF. Hardigg Industries is the sole manufacturer and provider of the Pelican-Hardigg 16848-100 containers. The award will be issues in accordance with FAR 13.106-1(b). The NAICS code for this requirement is 332439 with a size standard of 500 employees. This notice is not a request for competitive quotes of proposals. A solicitation will not be issued; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and references for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open basis, based on responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. Interested parties may submit any information for consideration by the Government to Olivia.White@usace.army.mil. The solicitation number shall be included in the subject line of email submissions. Responses must be received no later than 12:00PM CST on 28 July 2015.
