SOURCES SOUGHT SYNOPSIS For W9126G-15-T-1668 PROJECT NUMBER AND TITLE: P2 450415, Live Action Target Shoot Houses Remediation and Repair, Fort Bliss Range 69, Texas. Actual Location: Dona Ana County, New Mexico This is a Sources Sought Synopsis announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. This is not a solicitation for proposals and no contract shall be awarded from this synopsis. The U.S. Army Corps of Engineers, Fort Worth District has been tasked to solicit for and award a project to include work necessary to remediate and repair (7) Live Action Target Shoot Houses, at Fort Bliss Range 69, TX. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. No site visits are scheduled at this time. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community, 8(A) firms, Historically Underutilized Business Zones (HUB-Zone) firms, and Service-Disabled Veteran-Owned Small Business (SDVOSB) firms to compete and perform a Firm Fixed Price Contract. The type of solicitation to issue will depend upon the responses to this sources sought synopsis. The Government must ensure there is adequate competition among the potential pool of responsive contractors. Brief Scope: DESCRIPTION OF WORK: The CONTRACTOR shall furnish all plant, supervision, labor, material, equipment, incidentals, supervision and transportation for work necessary to remediate and repair (7) Live Action Target Shoot Houses, at Fort Bliss Range 69, TX. All work shall be performed in accordance with the contract specifications, manufacturer's recommendations, and state of New Mexico building codes. All work shall comply with all State, local and Federal laws and regulations, industry and construction codes and standards, manufacturer's specifications and recommendations, and all contract special provisions, terms and conditions. All work shall comply with the Uniform Building Code, Life Safety Code, National Standard Plumbing Code and manufacturer's recommended practices. All electric work shall comply with NFPA 70, National Electric Code and NFPA 13 and 101, Life Safety Code and manufacturer's recommendations. All work shall comply Health and Safety requirements; applicable OSHA standards and with the USACE Safety and Health Requirements Manual EM 385-1-1 including the submission of an Accident Prevention Plan (APP) to the government staff prior to performing field activities. All work shall also comply with American Industrial Hygiene Association (AIHA) standards and 40 CRF. The Contractor shall be responsible for obtaining all required licenses and permits to perform construction work on a Federal installation, be properly bonded and insured in accordance with FAR requirements. LOCATION: Approximately 41.5 miles from Build 2411 Hinman Road to Range 69. ASBESTOS AND LEAD BASED PAINT WORK AND SURVEYS: Asbestos and Lead Based Paint testing was conducted by the Government (Appendix A). The contractor shall provide an abatement plan in accordance with all Federal, State and local regulatory requirements for Government review and approval prior to the start of work. The contractor shall adhere to the Guidance for Cleaning and Maintenance of Indoor Firing Ranges (Appendix A). After work is complete the contractor shall provide clearance report for all areas. THE STATEMENT OF WORK CONSISTS OF THE FOLLOWING: Live-Action Shoot Houses Remediation Provide the following services for seven (7) Live Action Target House located at Fort Bliss, Range 69. 1. Setup material staging and decontamination. 2. Remove wood fascia and supports a. Place wood in roll wood in roll -off dumpster 3. Remove gravel and place in roll -off dumpster off dumpster a. Roll -off dumpsters will be covered and transported to a waste disposal facility 4. Steel shoot structures and concrete pad will be mopped with de-lead solution a. Mop water and other waste will be properly packaged transported to a disposal facility. 5. Remove and dispose of existing furniture. 6. Waste must be packaged, handled, transported and disposed of in accordance with OSHA, EPA and local standards. With all documentation required to demonstrate such. Contaminated waste cannot be disposed of at a local landfill. A Hazard Waste Material Manifest must be completed and signed by one of the Fort Bliss Statement of Work for Installation Rubber Block Fascia Provide the following services for seven (7) Action Target Live-Fire Shoot Houses located at Fort Bliss, Range 69. 1. Provide all equipment, materials, and labor to produce, ship install the necessary quantity of rubber blocks, with the dimensions of 24" long X 12" deep X 9" tall each, to cover the entire interior surface if the existing steel walls to a height of 8' above the finished floor (AFF). 2. Use existing or similar equal to steel top cap at each shoot house to secure block with an anchoring system and tie off other blocks as needed. QC and Superintendent cannot be the same person (QC must be independent). The proposed project will be a sole source, firm-fixed price, construction contract procured in accordance with FAR 15, Negotiated Procurement using "Best Value" trade-off process. The type of set-aside decision to be issued will depend upon the capabilities of the responses to this synopsis. In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is: Estimated Construction Range: Between $1,000,000 and $5,000,000. Estimated duration of the project is approximately 180 calendar days; and is subject to change with the solicitation. The North American Industry Classification System code for this procurement is 236220 which has a small business size standard of $36.5 Million. The Federal Supply Code is Y1JZ. Construction of Miscellaneous Buildings Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting that they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement. Prior Government contract work is not required for submitting a response under this sources sought synopsis. Anticipated solicitation issuance date is on or about 10 Aug 2015 and the estimated proposal due date will be on or about 10 Sept 2015. The official synopsis citing the solicitation number will be issued on Federal Business Opportunities www.fbo.gov and inviting firms to register electronically to receive a copy of the solicitation when it is issued. Firm's response to this Synopsis shall be limited to 5 pages and shall include the following information: 1. Firm's name, address, point of contact, phone number, and e-mail address. 4. Firm's interest in bidding on the project. 5. Firm's capability to perform a contract of this magnitude and complexity (include firm's capability to execute construction, comparable work performed within the past 5 years). 6. Brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) - provide at least 3 examples. 7. Firm's Business Size - LB, SB, 8(a), HUBZone, and SDVOSB 8. Firm's Joint Ventures (existing), including Mentor Protégés and teaming arrangement information is acceptable. 9. Firm's Bonding Capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars) via letter from bonding company Interested Firm's shall respond to this Sources Sought Synopsis no later than 12:00PM Central Daylight Time, Aug 06, 2015.
