- PRESOLICITATION NOTICE This announcement is a presolicitation notice only and proposals are not being requested at this time. The National Park Service (NPS) anticipates issuing a Request for Proposals (RFP) on or about August 15, 2015.The RFP and future amendments will be available, without charge, through www.fbo.gov or www.fedconnect.net by entering the solicitation number P15PS00077 in the quick search block. A) Offerors: All responsible sources may submit a proposal which shall be considered by the National Park Service. The North American Industrial Classification System (NAICS) code for this acquisition is 485113 and the associated small business size standard is $14,000,000. B) Brief Project Description: Following is a brief description of the current shuttle system at Bryce Canyon National Park along with a narrative detailing some of the Park's desires for the new shuttle services contract. The transit service generally operates not earlier than 8 am - and not later than 8 pm routes. A total round trip of the shuttle route is approximately 17.8 miles with an approximate travel time of 55 minutes. The route may include two round trip "tours" or service to Rainbow Point and transit staging. The altitude of the route changes from 7,620 feet at the Shuttle Staging Area to 8,296 feet at Bryce Point. The Bryce Canyon Visitor Center is at 7,888 feet. In an emergency, buses may be required to operate up to 9,200 feet at Rainbow Point (to transport fire crews for example). The most recent shuttle system used diesel powered vehicles Bryce Canyon National Park would like to make improvements over the current system in three main areas of emphasis while maintaining financial viability of the system: 1) Noise reduction, 2) Increased fuel efficiency, and 3) reduction of emissions. C) Schedule: All dates are tentative and may change. Issue Request for Proposals August 2015; Proposals due September 2015; Award contract October 2015; Service begins April 2016. D) Site Visit: The National Park Service may conduct a pre-proposal site visit; however, an exact date has not yet been determined. Additional information regarding the site visit will be noted in the solicitation. E) Proposed Contract Type: Firm fixed price contract with lump-sum pricing. F) Proposal Evaluation Criteria / Factors: Award will be made to the Offeror presenting the best value to the Government. Selection will be based on price and non-price factors. The anticipated non-price factors are 1) Project Management & Work Plan, 2) Past performance, and 3) Price.
