Notice Type: Special Notice Original Set Aside: N/A Set Aside: N/A Classification Code: U010 - Certifications NAICS Code: 611710 Synopsis: Mission and Installation Contracting Command, Fort Gordon, GA intends to award a sole-source contract to CertTech Inc. for the following services: Basic Electricity & Electronics Certification Program Requirements. See below for specifications: 1. Certification program must be accredited by the International Certification Accreditation Council (ICAC) to meet ISO 17024 guidelines. 2. Certification program must be based upon a performance-based exam that test hands-on troubleshooting skills using a multi-meter, function generator, and oscilloscope. Examination must also use the current U.S. Army Basic Electronics Maintenance Trainer (BEMT) and associated test cards. 3. Certification must cover the following four subject areas: 1) Alternating Current (AC), 2) Direct Current (DC), 3) Analog Circuits and 4) Digital Circuits. 4. Certification must be aligned with the U.S. Army's Basic Electronics Maintenance Training (BEMT) program curriculum and not require any additional content. 5. Certification program cannot have content or exams that are equipment specific (Refrigeration, Air Conditioning, Avionics, etc.). 6. Certification program must be available on-site at various U.S. Army electronics training facilities or on-line. Period of Performance shall consist of one (1) year. The NAICS code is 611710. The authority for this non-competitive award is 10 USC 2304(c) (1), only one responsible source. The Government intends to procure this sole source requirement under Commercial procedures in FAR part 12. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government and you may be considered for the next requirement. If no affirmative written responses are received by 2:00 pm, Monday, 27 July 2015, an award will be made without further notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
