Description
Announcement of Acquisition Strategy for Re-Procurement of the Transportation Management Infrastructure System (TMIS) Contracts The Volpe National Transportation Systems Center (Volpe Center), located in Cambridge, MA, is an organization within the Office of the Assistant Secretary for Research and Technology of the United States Department of Transportation. The Volpe Center intends to issue two Full and Open (F&O) solicitations and one Small Business Set-Aside (SBSA) solicitation for the re-procurement of the TMIS contracts. The support being provided for the Federal Aviation Administration's (FAA) development and implementation of the Next Generation Air Transportation System (NextGen) and for the definition, evaluation, management, and development of aviation systems that are part of the FAA's Air Traffic Organization Program Management Organization (PMO) within multiple FAA programs will be procured with two solicitations. The title for these contracts will be Air Traffic Engineering and Program Support (ATEPS). The following task areas will be procured under the ATEPS F&O solicitation: •Program Management •Financial Management •Standards & Rulemaking •Systems Engineering •Operations Support •Field Engineering & Systems Implementation •Flight Test, Data Collection & Performance Monitoring The following task areas will be procured under the ATEPS SBSA solicitation: •Strategic Planning •Management Development and Integration •Risk, Issue, and Opportunity Management The ATEPS F&O will be procured on a single award basis. The ATEPS SBSA will consist of two contract line items with a single award to each line item. The Government has determined that the task areas which are part of each individual program within NextGen are so fully integrated and overlapping that award to a single contractor is crucial for the ATEPS F&O contract and for the two Line Items for the ATEPS SBSA contracts. The preponderance of the requirement under ATEPS is Advisory and Assistance in nature and, as such, Offerors should refer to Federal Acquisition Regulations Subpart 37.2. The Government intends to issue draft Requests for Proposals (RFP) for the F&O and the SBSA procurements no later than August 31, 2015.. The North American Industry Classification System (NAICS) Code for the F&O solicitation is 541330, Engineering Services, and the size standard is $15 million. The NAICS Code for the SBSA solicitation is 541611, Administrative Management and General Management Consulting Services, and the size standard is $15 million. The remaining acquisition will be issued on an F&O basis and will be known as Traffic Management Systems Engineering and Development Support (TMSEDS). The TMSEDS requirements fall primarily into the area of transportation infrastructure, which is the foundation of facilities, equipment, and related services needed for the safe and secure movement of goods and people throughout the Nation. In response to and consistent with the Volpe Center's programmatic requirements, this procurement will provide support to projects in communications, navigation, and surveillance systems and air traffic management systems. The following task areas are intended to be competed under the TMSEDS solicitation: •Air Traffic Management Systems •Position, Navigation and Timing Systems •Communication Systems •Autonomous Operations and Remote Sensing Systems •System Engineering The NAICS Code for the TMSEDS solicitation is 541330, Engineering Services, and the size standard is $15 million. TMSEDS will be a multiple award, Indefinite Delivery/Indefinite Quantity contract and will be issued on an F&O basis. Note that a draft RFP will not be issued for the TMSEDS solicitation. During the past 5 years, the work being conducted under the current TMIS contracts has become distinct enough to warrant separate contracts, one of which will be ATEPS F&O, another will be ATEPS SBSA, and another will be the new TMSEDS contracts. Awarding separate contracts is expected to provide increased opportunities for small businesses not only as subcontractors but also as prime contractors, increase competition, and ease program and contract administrative burdens. The Volpe Center is committed to maximizing competition and providing large and small business concerns with appropriate opportunities.
