Description
SOLICIATION M00263-15-T-1025 PAST PERFORMANCE QUESTIONNAIRE VOIP Request for Quote THIS IS A COMBINED SYNOPSIS/SOLICITATION for commercial supplies prepared in accordance with the format in FAR Subpart 12 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Solicitation number M00263-15-T-1025 is issued as a request for quote (RFQ). This solicitation is issued as a 100% set-aside for Small Businesses. The North American Industrial Classification System (NAICS) code for this requirement is 334210 and the size standard is 1,000 employees. Offerors shall be registered and active in SAMs (System for Award Management) with this NAICS code. The Regional Contracting Office, Parris Island (RCO-PI) intends to award a single Firm Fixed Price (FFP) contract as a result of this solicitation. The objective of this contract is to provide a 1MCD VoIP System Solution. The Government anticipates holding discussions, but reserves the right to award without discussions, if they are determined to be of no value added. Offerors are cautioned to examine this solicitation in its entirety and to ensure that their quote contains all necessary information, provides all required documentation, and is complete in all respects. Use of general or vague statements such as "standard procedures will be used" will not satisfy this requirement. Unnecessary elaboration or presentations beyond what is sufficient to present a complete and effective solution are not desired and may be construed as a lack of understanding of the requirement. Quotes must be prepared in accordance with these instructions. Failure to do so may result in the offeror's submission being determined unacceptable and ineligible for award. Each offeror's submission shall be screened by the Contracting Officer (KO) upon receipt to ensure completeness and compliance with the instructions contained in this solicitation. B. Confidential Information. The Freedom of Information Act (FOIA) and its amendments have resulted in an increasing number of requests from outside the Government for copies of contract qualifications and quotes submitted to federal agencies. If an offeror's submissions contain information that he/she believes should be withheld from such requestors under FOIA on the grounds that they contain "trade secrets and commercial or financial information", 5 U.S.C. § 552, the offeror should mark its submissions as set forth in FAR 52.215-1(e). C. Communication Procedures and Site Visit Coordination. The Site visit discussed at section 4.4 of the SOW will be conducted at 1 st Marine Corps District Headquarters, 605 Stewart Avenue, Garden City, NY. Offerors are encouraged and expected to attend the site visit. Site visit confirmaiton and attendance must be coordinated through the KO and Contract Specialist cited below. The KO and the Contract Specialist are the points of contact for all aspects of this acquisition. Address any questions or concerns to the KO or the Contract Specialist. Written requests for clarification may be sent to the KO via email. Email is the preferred method of communication.
