All information received in response to this Sources Sought marked as proprietary will be handled accordingly.? In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.? Responders are solely responsible for all expenses associated with responding to this Sources Sought. The Department of Veterans Affairs (VA) is conducting market research on prospective contractors capable of providing Pneumatic Surgical Power Systems and Accessories. The Contractor shall provide all items listed in the Minimum Technical Requirements as defined in the attached DRAFT Statement of Work (SOW). The intent of this synopsis is to gain knowledge of potential qualified sources and their size classifications, Service Disabled/Veteran Owned Small Business (SDVOSB/VOSB), HUBZone Program, 8(a), Small Business (SB), Small Disadvantaged Business, Woman Owned Small Business, or large business (LB); relative to NAICS 339112 "Surgical and Medical Instrument Manufacturing.".. Responses to this notice, will be used by the Government to make appropriate acquisition decisions. After review of the responses to this notice, a solicitation announcement may be published. Responses to this synopsis are not considered adequate responses to any corresponding solicitation announcement. Interested parties shall provide their capability statement and return the attached questionnaire, via email, to Debbie Frankovich (Debbie.frankovich@va.gov). TELEPHONE REQUESTS WILL NOT BE HONORED. All responses must be received NO LATER THAN 4:00 pm EDT on FRIDAY, 7 AUGUST 2015. Presentations should demonstrate the organizations capability to meet the requirements stated in the attached DRAFT SOW. PLEASE NOTE THAT THIS IS NOT A REQUEST FOR PROPOSAL, NO SOLICITATION EXISTS AT THIS TIME. (1) CAPABILITY: (a)Indicate if your firm can meet the Minimum Technical Requirements (MTRs) as stated in the draft SOW. You may enter an "x" in the appropriate column below. The Government is contemplating requiring vendors to travel to a specified location (at their own expense) to deliver the Surgical Power System being quoted; the Government will conduct the Simulated Use Test without the presence of the vendor.
