Description
The Naval Research Laboratory (NRL) intends to issue a Firm-Fixed-Price contract for a developmental item under full-and-open competition. The NRL Ocean and Atmospheric Science and Technology Remote Sensing Division requires a hyperspectral imaging spectrograph based on the Dyson design or other proven design operating at a very low (fast) f-number. The spectrograph shall include integrated fore-optics and integrated detector with read out electronics. A complete Specification will be available as part of the solicitation. The Contractor shall provide the required Spectrograph in accordance with the Specifications. The anticipated delivery date is one year or less from the date of award. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. The North American Industry Classification System (NAICS) code for this requirement is 333314. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by NRL. All responses must be submitted to the government point of contact at the e-mail address shown below. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. Based on a survey of the market, the Government has determined that the item to be acquired does not meet the definition of a commercial item. Therefore, the Government does not intend to use the procedures as outlined in FAR Part 12, Acquisition of Commercial Items, for this acquisition. NRL uses electronic commerce (EC) to issue requests for proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. The actual closing date for proposals will be stated in the solicitation if and when issued.
