- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE ACTION CODE: <PRESOL> CLASSIFICATION CODE: 66 - Laboratory Equipment and Supplies SUBJECT: NOTICE OF INTENT TO SOLE SOURCE: Ondax, Inc. Chirped Holographic Gratings SOLICITATION NUMBER: NB610030-15-04259 RESPONSE DATE: August 3, 2015 CONTACT POINTS: Melissa Schroeder, Contract Specialist, 301-975-8781 Patrick Staines, Contracting Officer, 301-975-6335 DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), a firm fixed price purchase order, with Ondax, Inc. for the purchase of six (6) chirped volume holographic gratings (VHG) for use in the Center for Neutron Research at NIST, Gaithersburg, Maryland. The NIST Center for Neutron Research (NCNR) is a national resource for industry, universities, and government agencies. The NCNR requires chirped volume holographic gratings (VHG) that will be used for spectrally narrowing the high power semiconductor diode bar lasers. This will further existing projects using 3He gas as a polarizer for neutron scattering experiments. The Government's overall goal is to improve the spin exchange optical pumping efficiency, hence, improving the neutronic performance for user experiments. The chirped VHGs will be used with 10mm tall diode laser bars that produce 100 watts of optical power at a vacuum wavelength of 795.0 nm at 25 degrees C. Further, the VHGs must have a grating thickness of 3mm with a grating aperture of 14mm by 14mm and a local FWHM bandwidth of approximately 0.07 nm. The VHG must withstand the heat-induced wavelength shift and meet the Government's specification (rubidium D1 transition). NIST currently uses several Ondax chirped VHGs in multiple spin-exchange optical pumping (SEOP) systems throughout NCNR labs; these are all used for polarizing 3He gas for different instruments. The optics systems designed and developed by NIST have all integrated Ondax VHGs; any other chirped VHGs, capable of meeting the Government's specifications, would not be compatible with the existing instruments without significant recalibration, integration and testing, which would compromise existing research critical to the research mission of the NCNR. Ondax, Inc. is the only contractor that can provide the required VHGs meeting the Government's requirements wavelength, thickness and large grating aperture that are readily compatible with the Government's existing equipment. Delivery shall be FOB Destination, Gaithersburg, MD, and be completed in accordance with the Contractor's commercial schedule. The North American Industry Classification System (NAICS) code for this acquisition is 334516 and the size standard is 500 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 5:00 p.m. (EST) on August 7, 2015. Inquiries will only be accepted via email to melissa.schroeder@nist.gov. No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
