- Notice of Intent - The USDA, ARS, PA intends to award a sole source procurement to Skalar, Inc., 5012 Bristol Industrial Way #107, Buford, GA. 30518, as they are the sole source for this type of flow analysis instrument pursuant to the authority of 41 U.S.C. 253(c) (1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy agency Requirements. The award will be for an automated wet chemistry analyzer used for analyzing total starch, amylose content, and amylase activity in wheat and sorghum flour. Specifically, this system must meet the following specifications: Specifications Sampler • Automated analyzer for starch, amylose and α- amylase flour samples • Starch Manifold, including filter and flow cell • Amylose Manifold, including reactor, filter and flow cell • α-Amylase Manifold, including pre-dilution step, filter and flow cell • Starch analysis range from 0.02-1 mg/L • Amylose analysis range from 0.64-32% flour extract • α-Amylase analysis range from 0.38-19 units/mL flour extract • Random access • PC Controlled • Built-in audio/visual alarms • 50 Sample Cup Carousel with dustcover • 100 sampling positions • Sample sizes of 1.5, 3.5 or 8.5 mL • Includes sample needle • 4 channel rinsing pump unit, for 1-2 independent rinsing liquids Module Holder • Up to 5 chemistry channels • 10 channel high precision air injector • Pressure regulator for air segmentation • 2 positions for dual channel simultaneous temperature control • LED indication for power on/off, busy and error • Wash and air timing • Separate waste receptacles • Built-in leak detectors • Cooling fan Digital Detector • Dual channel, consistent of a photometer head w/insert board and cable • Wavelength range 340-1050 nm • User defined digital sampling • Multi speed pump function with standby/analyze/fast rinse positions Additional • Windows digital detection software and interface. • Three day training and on-site installation is required. • The analyzer is one complete box that houses the pump, manifolds and detector. This reduces space and allows for ease of use. • The unit is a single analyzer compartment with the ability to house a minimum of five (5) chemistry manifolds. This provides space savings, easy service access and an upgradable system • A single analyzer pump deck equipped with 32-pump tube positions. This allows all tests to be run simultaneously, creates an expandable system and reduces the need for additional back-up hardware/consumables. Segmented flow design in addition to larger tube diameter reduces flow clogging when analyzing food and plant material. • Detectors are housed inside the analyzer helping to reduce the analyzer footprint • Pump tubes with three bridges for longer life • Upgradeable samplers with capacity from 50 to 1080 sample cups with customized trays specific to customer's sample cups. Samplers can include multiple needles and heating for multiple rinse solutions • Samplers can be equipped with a top stirring device to allow for high agitation with a rotating paddle to insure homogeneous sample pick-up • Samplers can be equipped with automated bar code scanning to insure sample identity and pick-up with time/date stamps • The system can run three (3) independent systems and auto-samplers simultaneously along with gathering 16-channels of analyses • The system is a stackable unit with a pre-molded tray support to utilize an integrated table. This reduces bench space and provides convenience for sample preparation • SFA unit has built in air pump and mechanical air injector for more precise mixing • Detector can hold 5 mm to 250 mm flow cells to allow for expanded ranges • The SFA unit is equipped with a multi-speed pump for quick rinse-out, start-up and a "standby-by" state. • A variety of detectors can be interfaced with the SFA unit including IR for simultaneous TOC measurement and/or a flame photometer for sodium or potassium analysis • Ability to add a diluter to allow for pre-dilutions, post-dilutions and creating of working standards automatically • The SFA unit can be equipped to allow for automated, un-attended start-up and shut-down (allows the analyzer to run overnight). The system can utilize automated rinse valves to turn reagent flow off and flush with water without removing any reagent lines including water flow through manifold columns • Sample trays can be customized for user specific sample tubes • Detectors can be equipped to measure at two different wavelength for optical background correction • 99-point calibration options • CLP control integrated into the software for instrument automated decision and control • 21 CFR Part 11 compliant • Software available in English, Spanish, French, Russian, Chinese, German, Polish and Korean • Calculate, process and edit run files in real time • Software access via external APPS such as Microsoft Excel to increase productivity • External control or use of the diluter for additional applications • Identity, Result, Date and Time stamp on each peak • Software LIMS ready for full laboratory integration (import and export) • Loaner equipment to be provided. • Software upgrades are to be provided. • 24-hour technical support The delivery requirement for this system is 90 days after receipt of order. The Government intends to award a firm fixed price Purchase Order on or about August 10, 2015, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00PM central time, August 07, 2015. Information received will be considered solely for determining whether to conduct a competitive procurement.
