- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 13 and FAR 6.302-1 for other than full and open competition. The Army Contracting Command - Aberdeen Proving Ground, Technology Division, 4118 Susquehanna Avenue, APG, MD 21005 has a requirement to procure the following items: Citrix XenDesktop license renewals and Appliance Gold Maintenance Support for Citrix Branch Repeaters 8540 Citrix is the sole manufacturer and source of renewal offerings of Citrix Appliance Maintenance and Support Services in North America. Commercially, such offerings must be ordered directly from Citrix Systems, Inc., but such orders may be facilitated by Authorized Citrix Solutions Advisors acting as sales agents on behalf of Citrix Systems, Inc. For Government orders, EC America is Citrix Systems, Inc. sole letter of supply holder and can be ordered directly from EC America. Under the authority of FAR 6.302-1, only one responsible source and no other will satisfy agency requirements, the Government intends to award a Firm-Fixed Price (FFP) sole source order/contract to EC America, Inc. EC America, Inc is the sole supplier of the required support on behalf of Citrix. Only Citrix is capable of providing support for their proprietary software and equipment, therefore, the brand-name of Citrix is required to meet the Army's needs. The associated North America Industry Classification System (NAICS) Code is 511210 and the Business Size Standard is $38.5 million. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to respond to the requirement. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 2:00 PM Eastern Time, Wednesday, July 29, 2015. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
