- Attachment A: Pricing Matrix (3 Tabs) Statement Of Work Combined Synopsis/Solicitation This is a "Brand Name or Equal" combined synopsis/solicitation for the purchase, delivery and installation of various and unrelated items needed for the creation of seventeen (17) evidence preservation rooms. This requirement will also consist of the utilization of a Project Manager and the purchase and conversion of vehicles for the purpose of transporting evidence. The period of performance for this requirement shall not exceed twelve (12) months. The U.S. Embassy in Morocco and the Bureau of International Narcotics and Law Enforcement Affairs (INL) are working with the Government of Morocco (GOM) to standardize its criminal investigation process. These efforts include working closely with the Direction Générale de la Sûreté Nationale (DGSN), Morocco's National Police. Through an INL-funded project that ran from 2012 through 2014, the DGSN developed their first standard chain of custody procedures. These procedures are currently in use in the cities of Rabat and Casablanca. To accompany the use of these procedures, the DGSN built two evidence preservation rooms in Rabat and Casablanca to store evidence collected as part of criminal investigations. The DGSN is planning to expand the use of the chain of custody procedures across the country and is also seeking to build new evidence preservation rooms in each of the country's remaining seventeen (17) police districts. The principle NAICS Code for this requirement is 236210-- Industrial Building (except warehouse) Construction General Contractors with a Size Standard of $36.5M and this requirement is being posted as a HUBZone Set-Aside. Questions for this requirement must be submitted in writing as soon as possible but not later than 5:00 PM, EST on 7 August 2015 to: Brett Scott (Contract Specialist) by email at ScottB2@state.gov. Questions not received by the due date and time will not receive consideration. Proposals shall be due not later than 5:00 PM, EST on 14 August 2015. In order to participate in this RFQ and to be eligible for an award, the proposer must have (i) a current CAGE Code, (ii) a DUNS#, (iii) be registered to do business with the Government in the System For Award Management (SAM) and (iv) not be on the Excluded Parties List. https://www.sam.gov
