Description
The U.S. Army Medical Command (MEDCOM), Center for Health Care Contracting (CHCC) has a requirement for non-personal services to procure lodging and associated services of a facility within walking/commuting distance of the Army Trauma Training Department (ATTD) Miami, Florida. The government shall not exercise any supervision or control over the contract service providers (CSPs) performing the services herein. Such CSPs shall be accountable solely to the contractor who in turn is responsible to the government. The ATTD's mission is to train Army Forward Surgical Teams (FSTs) and other surgical and clinical elements for combat deployment. The ATTD is co-located with Jackson Memorial Hospital and the Ryder Trauma Center, Miami Florida. Since ATTD is a remote site of the AMEDDC&S and does not reside on a military installation, Government lodging facilities are not available for trainees/rotators. Approximately 11 FSTs are sent to the ATTD per year. FSTs are comprised of 19-24 trainees/rotators. Each FST will remain in place 15 nights. Therefore, ATTD requires a lodging support package to be provided by a local area Contractor within walking/commuting distance of the ATTD to accomplish its FST training mission. Trainees/rotators must be readily available when training cases arrive at the trauma center. ATTD requires a minimum of 11 double occupancy rooms and a maximum of 12 double occupancy rooms in a secure lodging facility to house members of visiting FSTs who come to ATTD for training. 11-12 double occupancy rooms are required every month and occasionally twice per month. Historically, the twelfth room has been required 3 times per year. Arrival of the FSTs will be scheduled with the Contractor by either an ATTD faculty member or a member of the arriving FST. The government will generally notify the lodging facility 5-10 days prior to FST arrival, and no less than 24 hours prior to FST arrival. The anticipated contract period of performance will be from 01 October 2015 to 30 September 2020. The solicitation will be posted to the FedBizOpps website at www.fedbizopps.gov on or about June 20, 2015. Any prospective offerors will be able to download the attachments (i.e. solictation, amendments, and any other documents) from the website. Telephone or written requests for the solicitation will not be accepted. All responsible sources may submit an offer which will be considered by the agency.
