- Statement of Work (SOW) In accordance with FAR 5.101(a)(1) and 5.201, this is a notice of intent to award a sole-source contract, and is not a request for proposals. The Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA), Office of Chief Procurement Office (OCPO), Acquisition Operations Division, Preparedness Section, 16825 S. Seton Avenue, Emmitsburg, MD, 21727-8998, intends to award a sole-source contract to the National Hazards Center (NHC) at the University of Colorado at Boulder to (1) assess the return on investment (ROI) of whole community engagement in emergency management, and (2) develop products to inform the emergency management and disaster risk communities of new research and developments in the field. These professional services will provide greater analysis of how to quantify and asses the investment of whole community collaboration for both steady-state benefits and for disaster response and recovery for Individual and Community Preparedness Division (ICPD) located in FEMA's National Preparedness Directorate. The mission of the Natural Hazards Center (NHC) at the University of Colorado at Boulder is to advance and communicate knowledge on hazards mitigation and disaster preparedness, response, and recovery. Using an all-hazards and interdisciplinary framework, the Center fosters information sharing and integration of activities among researchers, practitioners, and policy makers from around the world; supports and conducts research; and provides educational opportunities for the next generation of hazards scholars and professionals. The contractor shall provide the following support services: • Consulting Services - Expert advice, assistance, guidance or counseling, prepare studies, analyses and reports documenting any proposed developmental, consultative or implementation efforts. • Research and Analysis - Research may include literature reviews, discussions with experts on quantifying ROI, and analyzing data sets from past disasters. All data and analysis produced through this contract will be owned by FEMA. • Program Evaluation - Provide support for identifying, engaging, and evaluating whole community collaboration efforts, to include participation levels, effectiveness of implementation strategies, learning, and benefit to the community. Evaluation services may include direct contact with national, state, and local programs and participants. • Outreach and Education - Promote awareness of advances in research and how research translates to effective local implementation. Provide updates in the field of emergency management and risk reduction to practitioners. Communicate and provide assistance to groups and consortia concerned with emergency management and disaster loss reduction. The major tasks include expert consultative services, ROI analysis for Whole Community Resilience and Outreach and Education. For the level of support required, FEMA OCPO intends to award a contract to NHC having a (1) year period of performance. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government, and information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government/FEMA will not be responsible for paying for any of the costs incurred and associated with the development of any responses submitted to this posting.
