- PDF of Presolicitation Notice Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Substance Abuse and Mental Health Services Administration (SAMHSA) Center for Substance Abuse Treatment (CSAT), Office of the Director, Office of Consumer Affairs (OCA), intends to sole source to: National Council on Patient Information and Education (NCPIE) 200-A Monroe Street, Suite 212 Rockville, MD 20850 CSAT/OCA seeks to target diverse youth populations, including Asian/Pacific Islanders and Native Americans, who are enrolled in institutions of higher education, about the misuse of prescription drugs and alcohol within college campuses. CSAT/OCA would like NCPIE to conduct two collegiate dialogues on prescription drug abuse, alcohol abuse, co-occurring disorders, opioid related overdoes, and medication-assisted treatment. CSAT would like the information resulting from these dialogues to be disseminated to college campuses and summarized/produced in a final report. NCPIE is uniquely qualified to perform these services. With more than 30 years of experience, NCPIE is a leader in the field of prescriptions misuse education. NCPIE has already-established links to schools and universities nationwide, and has years of experience reaching out to diverse collegiate student populations. NCPIE has a vast selection of resource materials that specifically addresses prescription misuse problems among youth and young adults, including flyers, brochures, guidebooks, and other resources that are useful both for young adults and for counselors/teachers who guide them. NCPIE also has existing resource kits, guides, and programs that discuss the very topics CSAT/OCA seeks to cover in this proposed acquisition. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement that speaks to the services SAMHSA/CSAT/OCA is seeking in this proposed acquisition. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the Government.
