Description
PDF of Presolicitation Notice Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Substance Abuse and Mental Health Services Administration (SAMHSA) Center for Substance Abuse Treatment (CSAT), Office of the Director, Office of Consumer Affairs (OCA), intends to sole source to: The Association for Addiction Professionals (NAADAC) 1001 N. Fairfax Street Suite 201 Alexandria, VA 22314 CSAT/OCA seeks to increase the number of college and university students that choose to join the behavioral health field, in order to address anticipated demand for behavioral health professionals. To do this, CSAT/OCA seeks to host four in-person forums at selected universities and colleges and three on-line forums addressing the availability of opportunities available in the behavioral health field, the need behind the expansion of opportunities within the behavioral health field, and the requirements necessary to join the workforce within each of the major field job categories. NAADAC is uniquely qualified to perform these services. NAADAC is the largest membership organization serving addiction counselors, educators and other addiction-focused health care professionals who specialize in addiction prevention, treatment, and education. NAADAC also is the premier global organization of addiction-focused professionals who enhance the health and recovery of individuals, families, and communities. With over 11,000 members, as well as state and international affiliates, NAADAC's network of addiction professionals spans the United States and the world, and covers all aspects of behavioral health. NAADAC also has a specific network of student members and provides resources through education seminars, conferences, webinars, and trainings to help them prepare for the behavioral health workforce. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement that speaks to the services SAMHSA/CSAT/OCA is seeking in this proposed acquisition. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the Government.
