- Specifications Brand Name Only Justification This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this requirement is NIH-OLAO-OD3-RFQ 3841195 and this is a RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. This acquisition will be processed as a fixed price requirement and is not a small business set-aside. The North American Industry Classification System (NAICS) Code for this acquisition is 333314, and the small-business size standard is 500 employees. The National Institutes of Health is in need of purchasing a Hamamatsu ImagEM X2 Cooled EM-CCD senor with 512 x 512 pixels, 70 frames/s at full resolutions, up to 1076 frames/s with binning and ROI 16 x 16 umpixel sizes IEEE 1394b connectivity. This EM-CCD sensor is an advanced high performance camera that will be used to record fluorescence signals. It is required to acquire and analyze the very fast calcium transient signaling events that take place during sound mechanotransduction by sensory hair cells of the inner ear. This capability is critical to advance our ongoing studies on fundamental cellular and molecular mechanisms underlying hearing and vestibular function. The camera has a state-of the-art sensor with 512 x 512 pixels, capable of acquiring 70 frames per second at full resolution and up to 1076 frames per second with binning. This is a faster readout than any other commercially available camera EM-CCDs deliver the best signal-to-noise ratio of any camera technology, with detection as low as 10 photons per pixel. With very high signal to noise in near dark conditions and extremely low dark current, the ImagEM X2 enables quantitative ultra-low light imaging both for long integration times and at high speed. In addition, this camera matches the acquisition software and microscope hardware that we currently using. Thus this sensor would be to interface perfectly with our existing system. This is a fixed-price requirement and is a brand name only purchase. The lowest priced quote will be accepted. The specifications and brand name justification can be found in the attached document titled “Specifications/Brand Name Justification”. The following clauses apply to this acquisition: The provision at 52.212-1, Instructions to Offerors—Commercial, applies to this acquisition and a statement regarding any addenda to the provision. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications—Commercial Items, with its offer, or submit a printout to their Online Reps and Certs. The clause at 52.212-4, Contract Terms and Conditions—Commercial Items, applies to this acquisition. The clauses, as well as any addenda to the clause, are included in the attachment entitled “Provisions for Commercial Items”. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders—Commercial Items, applies to this acquisition. Applicable clauses can be found in the attachment entitled “Provisions for Commercial Items”. Any additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices can be found in the attachment entitled “Provisions for Commercial Items “. There is no Defense Priorities and Allocations System (DPAS) rating assigned to this acquisition. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at https://www.sam.gov in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in SAM at https://www.sam.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation [Note: Lack of registration in the System for Award Management will make an offeror ineligible for award.] All responsible sources may submit an offer that will be considered by the Agency.
