- Sole Source Notice of Intent: The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Office of Information Systems Management (OISM), intends to negotiate directly with Zayo Group, LLC (Zayo), on a sole source basis under the authority of FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements," to activate two additional strands of fiber of the existing Zayo dark fiber infrastructure strands currently terminated within the NIST Gaithersburg campus, installation of a dark fiber lateral build from the National Cybersecurity Center of Excellence (NCCoE) to NIST, and to provide a 36-month lease for operational circuits of the fiber pairs. NIST currently has a Zayo fiber infrastructure installed in the NIST data center and an existing contract with Zayo Group, LLC to provide NIST with an ultra-high bandwidth and high performance dark fiber access to research organizations in the Washington, D.C. area. The current strands are for research currently conducted with the NIST Information Technology Laboratory (ITL). This request is to activate two additional strands of fiber of the existing Zayo dark fiber infrastructure strands currently terminated in the NIST data center and provide an operational circuit for 1 gigabit Ethernet service with 24/7 network support, 2-hour onsite response and 4-hour post-arrival repair for link failures. To provide dark fiber service directly to NIST for Security, Data, and Telco the NCCoE requires an installation of a dark fiber lateral build from NCCoE to NIST terminated in the NIST data center and the NCCoE main signal closet and the activation of six fiber pairs (12 strands). The service shall also include a 36-month lease for operational circuits of the six fiber pairs. NCCoE is currently projected to move into the new facility, 9600 Great Seneca Hwy, in November 2015. Since Zayo is the only current provider of dark fiber service to NIST it is the only dark fiber provider who can provide service from NIST to the new NCCoE facility (Rockville, MD) by November 2015. *****The North American Industry Classification System (NAICS) code for this acquisition is 517110 - Wired Telecommunications Carriers. Any prospective contractor must be registered in the System for Award Management (SAM) in order to be eligible for award. Information concerning SAM registered requirements may be viewed via the Internet at http://sam.gov. Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice.
