***NEW QUESTIONS & ANSWERS PROVIDED BELOW!!!*** The Iowa Army National Guard's (IARNG) Midwest Counterdrug Training Center (MCTC) has a requirement for Technical Instruction Services for a Basic Clandestine Laboratory Safety Training course. The IARNG anticipates award on or about 3 September 2015. Initial award will be for two (2) iterations of the course between award and 30 September 2015; with four (4) options for 10 additional iterations each year at dates and locations to be determined. Final option period will not exceed 30 September 2019. The requested course is required to provide a five-day, 40-hour block of instruction to law enforcement officers. The course shall be designed to provide law enforcement officers with the knowledge and capabilities to perform activities related to seizure and field investigation of clandestine laboratories. Law Enforcement officers are potentially exposed to a multitude of serious and potentially life threatening toxicological, chemical and physical hazards (in addition to suspect encounter hazards). The protection of officer/investigator health and safety mandates the development of individual agency clandestine laboratory safety programs designed to address such hazards. To ensure the continued success of interagency and task force efforts nationwide, training programs should be equivalent in scope and content to the U.S. Drug Enforcement Administration's (DEA's) Clandestine Laboratory Safety Certification program. Critical to the success of a training program on clandestine laboratory safety is the adoption of currently developed and recognized standards, procedures, and training curricula. ****NEW INFORMATION ADDED***The project will be a SB Set-Aside, the NAICS Code is 611519 with a size standard of $15,000,000.00.
